The Employment Department is recruiting for a part-time (20 hours) limited duration Business and Employment Specialist 1 position in the Coos Bay Field Office. The duration of this position is expected to end June 30, 2007. The purpose of this recruitment is to establish a list of qualified applicants.
The Employment Department’s mission is to Promote Employment and Support Business.
Major program areas provide employers and job seekers with a comprehensive range of services to help Oregon build a world-class work force, including Business and Employment Services, Unemployment Insurance, Labor Market Information and Child Care.
The Business and Employment Services Division provides a public labor exchange function within Oregon’s One-Stop workforce services environment to connect employers with Oregon’s job seekers. By quickly filling job openings with the best-qualified candidates, there is improved productivity and increased stability for the employer. By matching qualified workers quickly with available job openings, there is a shorter period of unemployment or under-employment for individual workers. This system represents the largest pool of job openings and job seekers available in Oregon.
TO QUALIFY

- Two years of full-time heavy public-contact experience asking people for information, making notes, and deciding an action based on the information. Examples of qualifying experience are eligibility interviewer, application examiner, employment and claims aide, examination proctor, information clerk, insurance aide, public counter intake person, or retail industry if it involved the above stated experience. OR
- Two years of education or experience. Listed above are examples of acceptable experience. 45-quarter (30-semester) college-level credits in Human Resources, Vocational or Career Counseling, Social Services, Psychology, Education, Business or Public Administration, Communication or related field substitute for one year of experience.
DUTIES AND RESPONSIBILITIES
The purpose of this position is:
Work with job seekers and employers requesting labor exchange and business/employment services including: recruitment, selection and referrals for existing, new or expanding businesses, including information on financial incentive and tax credit programs. Provide workforce and economic information for employers. Host and market job fairs. Provide technical employment assistance for employers with specialized needs in conjunction with workforce partners. Participate in community activities including civic, educational and economic development. Provide full service reemployment assistance including labor market, career and job search information and support through Job and Career Centers. Coordinate contracted services with workforce partnerships for placement activities and refer job seekers to training and community services. Provide reemployment services for claimants and specialized placement for targeted applicant groups. Link eligible workers to job training opportunities in special programs. Work with workforce partners to provide job seekers and employers with comprehensive information and services relating to employment, education and training programs. Develop marketing plans and strategies that include partner involvement. Function as an Account and Business representatives for local employers.
Major duties of this position include:
OFSET : This is the Oregon food stamp transition program. It’s purpose is to engage specific food stamp recipients in meaningful and action oriented work search or training/education program, which will facilitate their ability to secure paid employment and self sufficiency, thereby reducing their dependence on food stamps.
- the purpose of this position is to provide group orientation sessions and assessments of Food Stamp recipients, determine who will take part in the program, register the client for employment services and advise the client of work search requirements, provide financial help to aid in work search, provide referrals to jobs and supportive services.
- Conducts intake, explains OFSET program requirements. At the time of the initial orientation will screen and refer applicants to appropriate job orders and other supportive services. Will conduct two follow-up sessions with the applicant to monitor work search requirements. Will notify DHS food stamp workers of any situation of non-compliance or exemption from the program. Will document case management information for OFSET clients into the DHS computer program TRACS.
- Prepares monthly reports fpr DHS/ED supervision based on paper and Imatch records.
- Attends DHS and ED staff meetings to keep informed with both units, procedures and staff.
This position is represented by the Serivice Employee International Union (SEIU).
WORKING CONDITIONS
Receive and direct people or telephone calls that may be irate and verbally abusive. Requires prolonged sitting or standing, frequently at a counter. Requires extensive use of the telephone and computer terminal.
