OPERATIONS AND POLICY ANALYST 2
$3,727 - $5,187 MONTHLY


The Employment Department is announcing a limited duration full-time Operations and Policy Analyst 2 to work in the Office of Administrative Hearings, located in Salem. This position is expected to end on or before June 30, 2011 and is represented by the Service Employee International Union (SEIU). This recruitment may be used to fill future vacancies.
 
The Office of Administrative Hearings (OAH) is a division of the Employment Department.  The purpose of the OAH is to provide trained and proficient administrative law judges to conduct contested case hearings for state agencies, boards, and commissions.  It consolidates the programs, positions, and funding resources of the Hearings Sections of the Employment Department; Driver and Motor Vehicle Services, Department of Transportation; Adult and Family Services, Department of Human Services; Water Resources Department; Workers Compensation and Insurance Division, Department of Consumer & Business Services; Oregon Liquor Control Commission; and the Construction Contractors Board.  The OAH holds over 37,000 hearings a year for approximately 70 state agencies, boards and commissions. 
 
TO QUALIFY
 
Your PD 100 application form will be reviewed to verify that you meet the minimum qualifications as stated in this section. To receive credit, your application form must clearly show that you have: 
  • A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work. OR 
  • Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification
 
POSITION PURPOSE
 
The purpose of this position is to provide functional direction, data analysis, systems analysis and improvement, and report design/production in support of various programs and line operations within the OAH.  This position provides fiscal analysis, statistical analysis, and budgeting analysis to ensure accurate representation of the OAH’s Operations.  This position is responsible for invoicing agencies, boards and commissions including all aspects of design, use, and maintenance of the automated invoicing system.  The Chief Administrative Law Judge (ALJ) and the OAH management team rely on this position’s program knowledge, expertise, judgment, and analysis; upon which final OAH operating decisions are made.  
 
MAJOR DUTIES 
  • Act as data processing liaison between the OAH and its various agencies.  Analyze a variety of data collections systems, identify common fields and determine how they inter-relate, examine and make determination on how data collection fields interface with the word processing systems, design data collection fields to meet interface requirement, and examine the various programs for program-specific data collection. 
  • System administrator for Access databases.  Plan, design, test, troubleshoot and implement updates and changes to access databases.  Communicate data processing needs and work closely with the OAH's representation from Information Services on current and future systems, creating efficiencies for data collection management; plan, design, test, and implement data collection reports, including ad hoc reports; create, write, and maintain a user's guide for the operation of the data collection system; design and conduct training on data collection processes; provide on-going technical assistance to the OAH members in the operation of the automated data collection system; and keep up to date and research new products, considering their enhancement or improvement capabilities. 
  • Develop databases using a variety of programming languages.  Design and implement recovery procedures for programming and processing errors.  Identify potential risks and difficulties, and design strategies to mitigate or avoid them.  Create or update system change documentation.  Develop and maintain system background documentation.  Develop and maintain operational manuals.  Test, audit and validate system improvements to implement performance measures.  Track and monitor operational results from performance measurements. 
  • Consult with and/or facilitate discussions with agency staff and managers about system efficiency or operational needs.  Responsible for implementation of system changes as a result of new laws, rules, and employee suggestions.   Collaborate with information system staff, program staff and outside contractors to evaluate existing systems, plan enhancements and automate business processes.  Study the feasibility and compare the costs and benefits of modifying information systems.  Identify data requirements; design system enhancements or system specifications based on evaluation.  Recommend acceptance of new system developments, or enhancements to existing systems. 
  • Evaluate the hearing process and recommend change.  Review current and on-going OAH business practices.  Make recommendations and explain how automated support systems would track performance.  Work toward continuous improvement to business operation, offering recommended methods or tools for management's consideration. 
  • Prepare, track, review and evaluate historical, current and projected statistics related to program operations, workload and services.  Prepare written and/or verbal reports based on studies and evaluations.  Assist organization management by recommending refinement and development of operating procedures to bring about compliance with regulations and program goals.  Draft implementation plans designed to achieve organization goals. 
 
WORKING CONDITIONS
 
May require overtime during the budget cycle and while the Legislature is in session.  This position must work within short and inflexible timelines established by Employment Department, Department of Administrative Services, or Legislative requirements.

1).The successful candidate must posses a demonstrated ability in database development and administration. Please describe your experience designing, building, implementing, and documenting multi-user database systems by utilizing standard database tools (Access, SQL, VBA, or other programming language).
 
2). The person in this position must have knowledge of industry “standards” and “best practices”. Please describe your knowledge of industry “standards” and “best practices”. What industry did you practice these standards? What are some examples of the “standards” and “best practices” you used?
 
3). The person in this position must act as a mentor to end users and other technical staff to maintain data from multi-user database systems. Describe your experience assisting end users and technical staffs troubleshoot a myriad of technical issues.  Please provide examples.
 
4). As the Operations and Policy Analyst 2 it will be important to relay technical information in both written and oral communications. The written communication will include; documenting project requirements, design specifications, technical and user guides. The oral communication will include; presenting materials to management, users, and team members. Please describe your experience communicating in the above listed formats, be sure to provide examples.
