GENERAL INFORMATION
 
The Oregon Employment Department has a great opportunity for someone who wants to join a creative and energetic organization that is making a difference!  The Department is recruiting for a dynamic leader to assist with the management and direction of the Office of Human Resources (OHR) functions of the department.  This position has supervisory responsibilities for assigned personnel and acts as the HR Manager in the HR Manager’s absence.
 
This position’s responsibilities include initiating, leading or assisting with developing HR policies and procedures, review and oversight of personnel actions, process and quality improvement programs, strategic planning, representing the department in labor relations negotiations, and implementing of statewide HR initiatives within the department.

QUALIFICATIONS
 
Your resume and cover letter will be reviewed to verify that you meet the qualifications stated in this section.  To be considered for this position, they must clearly show that you have:
 
Six years of experience in supervision, staff technical, or professional-level work related to Human Resources. This experience must have included at least two years of supervision and management of a program section which included:  
a) development of program rules and policies;
b) development of long- and short-range goals and plans;
c) program evaluation; and
d) budget preparation.
 
A Bachelor's degree or equivalent course work (144 quarter or 96 semester hours) in a field related to management, such as Business or Public Administration, or a field related to the program of the employing agency, may be substituted for up to three years of the required experience, but will not substitute for the two years of specialized experience.
 
Within your resume you must include your work history clearly describing your experience in each of the a), b), c), d) areas listed above. Failure to provide this information may result in eliminating you from further consideration.
 
Preference may be given to candidates with experience in activities most closely related to those of the program involved.
 
To receive credit for all required/related coursework, you must submit a photocopy of your transcripts with your application materials. Preference will be given to candidates with professional certifications in Human Resources Management. 
 
This position requires successfully passing a criminal record(s) check. The circumstances of any criminal activity will be reviewed to determine whether an applicant is accepted for employment.
 
During the current biennium ending June 30, 2011, Employment Department employees are required to take mandatory unpaid time off (furlough days). A furlough is a temporary excused unpaid absence from work. Upon your arrival, your manager will be meeting with you to determine the number of hours or days required to be furloughed.
