The Oregon Employment Department is currently recruiting for two Limited Duration Office Specialist 1 positions in the Office of Administrative Hearings in Salem. These positions are expected to end on or before June 30, 2011 and are represented by the Service Employee International Union (SEIU). This recruitment may be used to fill future vacancies.
The Oregon Employment Department’s mission is to Support Business and Promote Employment. The Department administers complex programs governed by both state and federal laws encompassing more than 400,000 unemployment claims; 107,000 employers; over 400,000 employment service applicants; as well as clients of partner agencies. The Department has a biennial budget of $1.8 billion and is staffed by approximately 1,200 employees in field offices located throughout the State and the Central Office in Salem.
The Office of Administrative Hearings (OAH) is a division of the Employment Department. The purpose of the OAH is to provide trained and proficient Administrative Law Judges to conduct contested case hearings for state agencies, boards, and commissions. It consolidates the programs, positions, and funding resources of the Hearings Sections of the Employment Department; Driver and Motor Vehicle Services, Department of Transportation; Adult and Family Services, Department of Human Services; Water Resources Department; Workers Compensation and Insurance Division, Department of Consumer & Business Services; Oregon Liquor Control Commission; and the Construction Contractors Board.
TO QUALIFY
Your PD 100 application form will be reviewed to verify that you meet the minimum qualifications as stated in this section. To receive credit, your application form must clearly show that you have:
- Completion of courses or training in Office Technology; OR
- one year of general clerical experience which included typing, word processing, or other generation of documents; OR
- an equivalent combination of training and experience.
This position requires successfully passing a criminal record(s) check. The circumstances of any criminal activity will be reviewed to determine whether an applicant is accepted for employment.
During the current biennium ending June 30, 2011, Employment Department employees are required to take mandatory unpaid time off (furlough days). A furlough is a temporary excused unpaid absence from work. Upon your arrival, your manager will be meeting with you to determine the number of hours or days required to be furloughed.
POSITION PURPOSE
To provide clerical support to the Office of Administrative Hearings.
MAJOR DUTIES
- Process a large volume of incoming and outgoing mail.
- Distribute, match, and file received documents.
- Prepare a large volume of hearing notices for distribution.

WORKING CONDITIONS
Open office environment. Cubicle work area is shared with co-workers and has immediate proximity to public reception area and main flow of office traffic. Near constant high level of distraction results from ringing phones and other interference from those sources. Occasional lifting of up to 25 pounds, walking, bending, and stretching.
