The Oregon Employment Department (OED) is announcing a permanent full-time Revenue Agent 1 job opening, located in Salem. This position is represented by the Service Employee International Union (SEIU). This recruitment may be used to fill future vacancies.

The Department administers complex programs governed by both state and federal laws encompassing more than 400,000 unemployment claims; 107,000 employers; over 400,000 employment service applicants; as well as clients of partner agencies. The Department has a biennial budget of $1.8 billion and is staffed by approximately 1,200 employees in field offices located throughout the State and the Central Office in Salem.
The unemployment insurance system promptly collects taxes when due and promptly pays benefits when due. Unemployment benefits provide a partial wage replacement to workers who are unemployed through no fault of their own thus maintaining a level of purchasing power to assist local economies. It affects unemployed workers and communities throughout Oregon as well as Oregonians who have moved to other states. The program employs hundreds of workers who pay millions of dollars a week to unemployed Oregonians. It is one part of the three part agency purpose which includes matching workers with jobs and developing labor market information used throughout the state. It is the largest single program in the department employing the most workers in central and field offices utilizing the majority of the agency funds for its administration.
SPECIAL POSITION REQUIREMENTS
This position requires successfully passing a criminal record(s) check. The circumstances of any criminal activity will be reviewed to determine whether an applicant is accepted for employment.
During the current biennium ending June 30, 2011, Employment Department employees are required to take mandatory unpaid time off (furlough days). A furlough is a temporary excused unpaid absence from work. Upon your arrival, your manager will be meeting with you to determine the number of hours or days required to be furloughed.
TO QUALIFY
Your PD 100 application form will be reviewed to verify that you meet the minimum qualifications as stated in this section. To receive credit, your application form must clearly show that you have:
- Six months of full-time office or field experience in collection of past due accounts in which collections was the primary responsibility;
OR
- One year of experience related to collection of past due accounts such as working in support of a collections section or individual collector, or collections work performed as part of other major responsibilities.
POSITION PURPOSE
The purpose of this position is to collect from individuals who owe a debt to this agency because of an overpayment of unemployment insurance benefits.
MAJOR DUTIES
- Initiate telephone and written contact/responds to telephone or written requests to/from claimants in order to obtain voluntary repayment of debts and/or compliance with established repayment plans. Meet with claimants in person who come to the Overpayment unit.
- Obtain and review claimants' financial status and establishe payment plans with claimants, or restructure payment plans as necessary. Submit written recommendations to supervisor for approval of cash settlements on accounts where the settlement offered is less than the debt owed.
- Initiate demands for repayment in instances where claimants are not willing to and/or fail to comply with voluntary repayment agreements. Prepare and submits Distraint Warrant requests for management approval online. Initiates notices of garnishment.
- Contact courts, county assessors, title companies, through verbal or written requests to initiate searches of court records or other sources for description of property on which liens can be filed or to locate assets which could be levied against.
- When questioned by claimants, provide an explanation of the laws and policies behind the decision which caused the overpayment, the legality of the debt, collection of unemployment insurance benefit overpayments, and possible appeal rights and procedures. Explain penalty weeks.
- Use a computer terminal to work a sophisticated automated recovery system. Update computer records to document all collection activities for each claimant by entering and updating data and codes used for automated billings and follow-up.
WORKING CONDITIONS
Requires sitting for long periods of time. Extensive use of a video terminal is requires to access information and update record keeping and to manage a computer-driven, high-volume collection caseload. Telephone calls are frequently received from ireate, verbally abusive peoble. In-person contact with irate, potentially dangerous individuals. Open and noisy office equipment.
