The Employment Department is currently recruiting for the following positions located in Salem.
- One bilingual Spanish/English and/or Vietnamese/English speaking; AND
- One or Two non-bilingual English speaking
These positions are limited duration expected to end on or before June 30, 2011 and are represented by the Service Employee International Union (SEIU). This recruitment may be used to fill future vacancies.
Bilingual Pay Differential: Employees assigned to use bilingual skills in the regular performance of their duties will receive a monthly pay differential of 5% over their base rate of pay. Please indicate your language skill on the Language Skill Code Sheet found at the bottom of this announcement.

The Department has a biennial budget of $1.8 billion and is staffed by approximately 1,200 employees in field offices located throughout the State and the Central Office in Salem.
The Business and Employment Services Division provides a public labor exchange function within Oregon’s One-Stop workforce services environment to connect employers with Oregon’s job seekers. By quickly filling job openings with the best-qualified candidates, there is improved productivity and increased stability for the employer. By matching qualified workers quickly with available job openings, there is a shorter period of unemployment or under-employment for individual workers. This system represents the largest pool of job openings and job seekers available in Oregon.
TO QUALIFY
Your PD 100 application form will be reviewed to verify that you meet the minimum qualifications as stated in this section. The successful candidate will have:
- Two years of full-time heavy public-contact experience asking people for information, making notes, and deciding an action based on the information. Examples of qualifying experience are eligibility interviewer, application examiner, employment and claims aide, examination proctor, information clerk, insurance aide, public counter intake person, or retail industry if it involved the above stated experience. OR
- Two years of education or experience. Listed above are examples of acceptable experience. 45-quarter (30-semester) college-level credits in Human Resources, Vocational or Career Counseling, Social Services, Psychology, Education, Business or Public Administration, Communication or related field substitute for one year of experience.
Prefernce may be given to individuals with case management and/or Oregon’s workforce system experience.
This position requires successfully passing a criminal record(s) check. The circumstances of any criminal activity will be reviewed to determine whether an applicant is accepted for employment.
During the current biennium ending June 30, 2011, Employment Department employees are required to take mandatory unpaid time off (furlough days). A furlough is a temporary excused unpaid absence from work. Upon your arrival, your manager will be meeting with you to determine the number of hours or days required to be furloughed.
The successful bi-lingual candidate will demonstrate language competency in the targeted language by:
- The ability to communicate at informal and some formal level
- Converse with more detail about familiar topics
- Comment on unfamiliar topics with some difficulty but still be able to express the main idea
- Form long sentences with sufficient vocabulary but tending to maintain native language syntax
- Demonstrate intelligible pronunciation, which does not interfere with understanding
- Sustain a fluent conversation
POSITION PURPOSE
The primary purpose of this position is to deliver Trade Act program services. This includes providing full service reemployment assistance including labor market, career and job search information, and support through WorkSource Oregon Centers, coordinating services with workforce partnerships for placement activities and refers Trade Affected Workers to training and community services, and assisting individuals who have become unemployed as a result of increased imports from, or shifts in production to, foreign countries. This job delivers direct service to Trade Act program participants through reemployment assistance and monitoring program activities, such as accomplishments, agreements, expenses and outcomes.
MAJOR DUTIES
- Assist customers through the process of being Trade Act eligible. Obtain information on Trade Act applications from applicants, employers and other pertinent sources. Explain eligibility rules and criteria.
- Provide reemployment services; match customer to jobs using iMatchSkills® and/or other job finding resources. Interview customers and collect comprehensive information and administer assessments.
- Recognize barriers to reemployment and/or retraining through assessment process; investigate, gather information, analyze findings, interpret and find solution to remove the barriers; refer customers to job finding workshops and/or resources within the agency or community. Work together with One Stop Partners to orient, coach, and train Trade Affected Workers in self-service access and services at WorkSource Oregon Centers.
- Maintain and monitor clients’ training deadlines, progress, accomplishments, and outcomes by collecting and organizing forms and schedules; compile information in order to produce exit reports and ensure adherence to federal regulations and state policies. Contact clients to request corrections and supplemental materials to obtain compliance with program requirements.
- Review and process claimants’ tools, supplies, subsistence, and transportation reimbursement forms. Collect invoices from employers, vendors and training institutions; review for mistakes and unauthorized charges and hours worked. Seek resolution when necessary, including restitution.
- Direct claimants to Unemployment Insurance benefits and claiming process. Request reports from Training Program Unit and explain UI requirements as it relates to the claimant’s Trade Act eligibility.
- Represent the agency in a professional manner that enhances the image of the agency. Answer requests for information and explain program guidelines and processes.
WORKING CONDITIONS
This position will receive and direct people or telephone calls that may be irate and verbally abusive. May require prolonged sitting or standing, extensive use of the telephone, and computer terminal.
In addition, this position may require occasional travel to serve customers outside of the region.
