BUSINESS AND EMPLOYMENT SPECIALIST 1
$2,585 - $3,547 MONTHLY


The Employment Department is currently recruiting for a permanent full-time Business & Employment Specialist position to work in the Unemployment Insurance Training Programs unit, located in Salem. This position is represented by the Service Employee International Union (SEIU). This recruitment may be used to fill future vacancies.

The Department administers complex programs governed by both state and federal laws encompassing more than 400,000 unemployment claims; 107,000 employers; over 400,000 employment service applicants; as well as clients of partner agencies.  The Department has a biennial budget of $1.8 billion and is staffed by approximately 1,200 employees in field offices located throughout the State and the Central Office in Salem.
 
TO QUALIFY:
Your PD 100 application form will be reviewed to verify that you meet the minimum qualifications as stated in this section.  The successful candidate will have: 
  • Two years of full-time heavy public-contact experience asking people for information, making notes, and deciding an action based on the information. Examples of qualifying experience are eligibility interviewer, application examiner, employment and claims aide, examination proctor, information clerk, insurance aide, public counter intake person, or retail industry if it involved the above stated experience. OR 
  • Two years of education or experience. Listed above are examples of acceptable experience. 45-quarter (30-semester) college-level credits in Human Resources, Vocational or Career Counseling, Social Services, Psychology, Education, Business or Public Administration, Communication or related field substitute for one year of experience.
 
This position requires successfully passing a criminal record(s) check. The circumstances of any criminal activity will be reviewed to determine whether an applicant is accepted for employment.
 
During the current biennium ending June 30, 2011, Employment Department employees are required to take mandatory unpaid time off (furlough days). A furlough is a temporary excused unpaid absence from work. Upon your arrival, your manager will be meeting with you to determine the number of hours or days required to be furloughed.
 
POSITION PURPOSE:
The primary purpose of this position is to have regular telephone, Internet, and mail contact with individuals filing for and claiming unemployment insurance benefits while participating in approved UI Training Programs.
 
MAJOR DUTIES:
  • Answer intake calls for the Trade Act (TRA), Training Unemployment Insurance (TUI), Self Employment Assistance (SEA), Apprenticeship Training Program (APT) and Disaster Unemployment Assistance (DUA) programs. Explain program eligibility requirements and advise about application process. Send appropriate forms to applicant.  
  • Processes Trade Act (TRA) and Self Employment Assistance (SEA) program weekly certifications. Reviews each form for completion and proper signatures. Manually enters data into the system for each week claimed. Makes decision to pay week or hold in suspense for investigation by adjudicator. Consults with adjudicator when a potential issue is identified. 
  • Respond to heavy volume of inquiries from a diverse population including UI Training program customers, Workforce Investment Act training providers, and OED field office staff.  Answer claims related questions, interpret unemployment insurance laws and rules and correct problems on claims already in existence.  Answer technical questions regarding the status of unemployment claims, wage record discrepancies, claims procedures, or problems identified that prevent claims processing.  
  • Respond to requests by claimants, employers and the general public in accordance with the state confidentiality laws and rules.  Advises claimants of potential eligibility problems or issues relating to the claim.   Provide basic information to claimants and the general public regarding other services within the agency, and/or to other community or agency services and resources. 
  • Prepare potential benefit reports and Suitable wage calculations for Trade Act-certified dislocated workers within 30 days of beginning an approved training plan.  Review unemployment claim records to project future benefits during a designated training period.  
  • Require knowledge of Trade Act laws and timelines to determine eligibility of Trade Act benefits.  Reports are prepared on an electronic template and sent to the Trade Act field representatives before due date and time.  Contacts Trade Act field representatives if necessary to obtain or clarify training dates and break periods.          
 
WORKING CONDITIONS:
This position will receive and direct people or telephone calls that may be irate and verbally abusive.  May require prolonged sitting or standing, extensive use of the telephone, and computer terminal.
In addition, this position may require occasional travel to serve customers outside of the region.
