COMPLIANCE SPECIALIST 2
(Child Care Licensing Specialist)

$3,383 - $4,716 MONTHLY


The Employment Department is announcing a permanent, full-time English/Russian speaking Compliance Specialist 2 in the Child Care Division located in Gresham. This position is represented by the Service Employee International Union (SEIU).  This recruitment may be used to fill future vacancies.
 
Bilingual Pay Differential: Employees assigned to use bilingual skills in the regular performance of their duties will receive a monthly pay differential of 5% over their base rate of pay. Please indicate your language skill on the Language Skill Code Sheet found at the bottom of this announcement.
 
The Employment Department’s mission is to Support Business and Promote Employment. The Department administers complex programs governed by both state and federal laws encompassing more than 300,000 unemployment claims; 91,000 employers; over 300,000 employment service applicants; as well as clients of partner agencies.  The Department has a biennial budget of $1.8 billion and is staffed by approximately 1,300 employees in field offices located throughout the State and the Central Office in Salem.
 
The Child Care Division supports children, families and communities by providing regulation, developing child care resources, providing training and information to providers and parents, and supporting the child care resource and referral system.  It involves extensive interagency and community contacts.  Child care licensing is required by state law and provides certification for child care centers, certified family homes and registration for family child care providers.  The regulatory function also enrolls in the Criminal History Registry individuals who have cleared background checks and are eligible to work in child care facilities.  This is a consumer protection program which assures minimum standards are met before persons engage in the provision of child care.
 
TO QUALIFY:

Knowledge and education in early childhood development and/or child care regulations is desired.
TRANSCRIPTS MUST BE SUBMITTED FOR ALL REQUIRED OR RELATED COURSES.
You must have a valid driver’s license with a good driving record; applicants will be subjected to a review of their driving records.
 
The successful candidate will be required to complete child protective services and criminal history background checks, including FBI fingerprinting for CJIS clearance, and be enrolled in the Division’s Criminal History Registry.
 
During the current biennium ending June 30, 2011, Employment Department employees are required to take mandatory unpaid time off (furlough days). A furlough is a temporary excused unpaid absence from work. Upon your arrival, your manager will be meeting with you to determine the number of hours or days required to be furloughed. 
 
POSITION PURPOSE
The purpose of this position is to promote the health, safety and well being of children in registered family child care homes and certified facilities through on-site health and safety reviews and on-going licensing contacts with certified facilities in the Multnomah, Clackamas, Washington, Columbia, and Tillamook counties.
 
MAJOR DUTIES:
  • Evaluate every center and certified family child care home application, new and renewal, annually with on-site monitoring to determine compliance with applicable statutes and administrative rules.  Decide, or recommend to regional manager whether an application for a new or renewal certificate should be denied, approved, or have conditions on operation placed on it.
  • Conduct on-site reviews of individuals who apply to become registered family child care providers and of registered providers at time of renewal of their registrations to determine compliance with child care statutes and rules and provide information on available resources. Provide documentation of compliance/noncompliance to central office for processing purposes. 
  • Assist business operators who are out of compliance with the development of practices and procedures to meet standards and reduce risk to children.
  • Investigate and evaluate complaints on certified and registered child care businesses.  Develop corrective action plans with facility operators as needed to reduce risk to health, safety and well being of children and where hazardous conditions are found that may constitute a threat to children. Take regulatory action when necessary to protect children.
  • Participate with the protective services worker and/or law enforcement agency In the event of a child abuse or neglect investigation as requested.  When regulatory violations are found, develop a corrective action plan with the provider, and in conjunction with other investigating agencies, and monitor the plan for compliance.
  • Work in conjunction with the regional manager and/or the legal and compliance manager regarding legal actions such as, suspensions, revocations, and denials.  Participate and testify in contested case hearings and other legal procedures.
  • Provide the public, applicants and child care businesses with information about statutes, administrative rules, policies and procedures applicable to certification of child care facilities and registration of family child care providers prior to the licensing process. 
  • Provide technical assistance regarding state and local codes, community resources, development of facility policies and procedures, space arrangement, personnel management, staffing, nutrition, health and safety practice, program consultation and risk management.
  • Monitor certified child care facilities for on-going compliance with rules and/or conditions on operation, and conduct follow-up visits with registered family providers as required or needed on a drop in or scheduled basis. 
  • Develop and maintain a cooperative working relationship as needed with local regulatory agencies, e.g. fire marshal, environmental health, health department, building and zoning departments.
  • Maintain contact with and participate in community child care related activities.  This includes, but is not limited to, USDA Programs, support groups, colleges, universities, CCR&Rs, and professional organizations.
 
WORKING CONDITIONS:
Includes travel by car to child care facilities in rural and urban settings. Often requires extensive work outside the field office, traveling to certified facility and family child care provider sites. Occasional overnight travel is required. The work is indoors in the facility, outdoors on the playground, and on city streets which may carry heavy traffic. Travel requirements present potential hazards, e.g. inclement weather, hostile animals in rural settings, heavy traffic in urban settings in addition to potential and/or unknown harm or danger such as drugs, guns and adversarial and confrontational providers. This job may require individual to flex schedule.

1. Experience and training in interpreting laws, rules and policies for others. Include if your position required you to offer recommendations, solutions and/or corrective action plans.
 
2. Experience interviewing diverse types of people to gather factual information and the purpose of the interviews.  Describe whether your experience included dealing with people not wanting to openly discuss the subject or release the necessary information.  Also, include any experience dealing with individuals or groups who are irate or frustrated and how you were able to turn it into a positive experience.
 
3. Experience and training in: a) making oral presentations to explain a service, program, etc.  Please include your experience speaking before groups and responding to questions; b) providing training on a one-on-one basis and c) gathering information, making decisions and preparing narrative reports.  Include your level of responsibility.
