The Employment Department is recruiting for a permanent, full-time Procurement and Contract Specialist 2 located in Salem. You must be a current employee of the State of Oregon, in a classified or management service position (not temporary) to apply. This position is represented by the Services Employee International Union (SEIU).

The Department administers complex programs governed by both state and federal laws encompassing more than 400,000 unemployment claims; 107,000 employers; over 400,000 employment service applicants; as well as clients of partner agencies.  The Department has a biennial budget of $1.8 billion and is staffed by approximately 1,200 employees in field offices located throughout the State and the Central Office in Salem.
 
The Financial Services Section is the Department’s primary provider of financial support services, overseeing Budget, Accounting and Procurement Services, incorporating approximately 24 FTE with a biennial budget of approximately $4.2 million.
 
POSITION-RELATED INFORMATION:

TO QUALIFY:
Your PD100 application form will be reviewed to verify that you meet the qualifications stated in this section.  To receive credit, your application form must clearly show that you have: 
  • Four years experience in the procurement of goods and services through purchase orders and contract agreements; or experience putting together or administering standard contracts or agreements.
  • Preference will be given for: Oregon Basic Certificate, Oregon Small Procurement Certificate, Oregon Contract Administration Certification, Oregon Procurement Advanced Certification. 
  • For positions in procurement, two of the four years must have included deciding and writing specifications for the purchase of goods and services or developing and administering service contracts.    
  • A Bachelor's Degree in Business or Public Administration, or a related degree that included course work in general business management, contract or business law, accounting, finance or economics can substitute for three of the fours years of experience.
 
DUTIES AND RESPONSIBILITIES:
 
The purpose of this position:
 
The primary purpose of this position is to determine the necessary solicitation and/or contract types for the procurement of goods and services.
 
Major duties of this position: 
  • Determines proper contracting method. Independently develop request for proposal, invitation to bid, or contracting documents. Assures compliance with all legal requirements, evaluates contracts for potential performance risk, and advises managers and staff on procedures for developing statements of work (SOW). Collaborates with program information technology staff and project managers to develop specifications and requirements and facilitates pre-bid conferences and/or pre-proposal meetings. Develops multiple intergovernmental, interagency, and Tribal agreements to further the business of the Child Care, Research, and Business and Employment Divisions of the department. 
  • Compiles contract status reports including the number of contracts awarded to minority, women-owned and emerging small businesses. Researches alleged contract violations and assist with their resolution. Ensures contract records are maintained in accordance with applicable laws, rules, policies, and procedures. Consults with the Department of Justice to facilitate their clarification of legal issues and the approval of contract and/or agreement language. 
  • Recommends changes in contract procedures and/or practices. Explains department procurement policies to agency staff. Interprets and advises staff on state procurement codes, laws, rules, regulations, policies, procedures, and ethics. Prepares and delivers training to agency staff on contract procedures, contract agreement methods, and proper agreement format.

 
WORKING CONDITIONS:
  • Works under short timelines in an area requiring a high degree of accuracy and original thought.
  • Required to work with multiple individuals and build a consensus or agreement on the final product.
  • High volume of quality work must be accomplished within rigid timeframes and with minimal supervisory direction.
  • Requires concentration while working on technical information during which there may be frequent telephone and in-person requests for technical assistance.
  • Overtime may be required during periods of heavy workload.  May require irregular hours.
  • Manages multiple, simultaneous tasks over extended periods of time.
  • Requires input/retrieval of information from the computer database system.  Internet, interagency and intra-agency e-mail.
  • Requires both telephone and in-person communication with diverse audiences from frontline staff to local managers to other governmental contract officers for the purpose of resolving contract issues.
  • Requires the ability to prioritize tasks, duties and assignments on an ongoing basis to assure timelines are met for agency needs and legal compliance.
  • Requires the ability to analyze and interpret procurement-related laws, rules, policies, ethics, and methods to complete the acquisition of goods and services.

Desired Competencies: 
  1. Experience with development of a wide range of contract and agreement types:  Personal Service Contracts, Trade Service Contracts, Interagency, Intergovernmental agreements;  Familiarity with QRF Contracts, State Work Order Contracts and other state contracted Price Agreements.  Also includes development of clear, concise statements of work for various contract and agreement types.
  2. Experience using the ORPIN system; writing reports, pulling reports, etc.
  3. Experience with procurement of IT services and supplies in any State job setting.
  4. Ability to evaluate risks for all written contracts.
