The Oregon Department of Energy is developing Oregon Administrative Rules (OARs) to administer minimum energy efficiency standards for a suite of state-regulated appliances and equipment established in ORS 469.229 through ORS 469.261, and amended in 2007 by House Bill 2565 and Senate Bill 375.
States are allowed to establish energy efficiency standards for products not regulated by federal standards. Consistent with standards adopted in several other states, Oregon has established minimum energy efficiency standards for the following equipment:
- Automatic commercial ice cube machines
- Bottle-type water dispensers
- Commercial hot food holding cabinets
- Commercial refrigerators and freezers
- Compact audio products
- Digital versatile disc players and digital versatile disc recorders
- Incandescent reflector lamps
- Metal halide lamp fixtures
- Portable electric spas
- Single-voltage external AC to DC power supplies
- Unit heaters
- Walk-in refrigerators and walk-in freezers
The proposed rules include, but are not limited to, registration of equipment, certification of energy performance in compliance with the standards, labeling requirements, procedures for handling non-compliance, appeal process, procedures to amend standards and operative dates, and adopt standards for additional equipment.
