|The purpose of the Energy Loan Program (also known as SELP) is to promote energy conservation and renewable energy resource development. The program offers low-interest loans for projects that:
The Energy Loan Program can loan to individuals, businesses, schools, cities, counties, special districts, state and federal agencies, public corporations, cooperatives, tribes, and non-profits. Projects must be primarily in Oregon.
- Save energy
- Produce energy from renewable resources such as water, wind, geothermal, solar, biomass, waste materials or waste heat
- Use recycled materials to create products
- Use alternative fuels
The Energy Loan Program made its first loan in 1981. In 1984, the U.S. Department of Energy awarded the Oregon Department of Energy its Special Award for Energy Innovation for creation of the Energy Loan Program.

Loan Application Checklist
(For residential and commercial customers)
||Oregon Department of Energy residential or commercial loan application (see right-hand column)|
||Technical and energy equipment information supporting project and energy savings. Include a copy of recent energy audit. If applying for the Business Energy Incentive Program (EIP), that application may provide some of this information.|
||If self-employed or business applicant, include: |
- Last two (2) years tax returns
- A current financial statement
||If real estate is used for collateral, include a copy of your most recent property tax statement.|
||Include application fee as stated in the loan application|
||Oregon Department of Energy staff will follow up on any additional information needed.|
