The Community Renewable Energy Feasibility Fund, or CREFF, is a grants program that funds feasibility studies for renewable energy, heat, and fuel projects in Oregon.
The fund is administered by the Oregon Department of Energy with two goals:
To support these twin goals, the Department of Energy has published studies below that investigate renewable energy development in Oregon. By making these studies publicly available, the State of Oregon helps future renewable energy developers learn the lessons of past work and think critically about how to structure their own feasibility study.

The assessment will determine the viability of biomass energy integration at Baker High School in Baker City, Oregon. The summary shows that all the biomass fuel options will have fuel cost savings over natural gas. At the present time, a chip boiler system appears to be the strongest project, especially if at least 50% of the project cost can be offset by a grant.

Lane County received $250,000 from the Field Burning Research Fund for a short-term research project to identify near-term viable options for adding economic value to Annual Ryegrass Straw (ARS) through renewable energy and fuel production. This report explores the financial, technical, and social feasibility of converting ARS into energy as an alternative to the agricultural practice of field burning ARS. Specifically, the research is intended to answer: Is it possible to convert Ryegrass straw into energy as an economic alternative for seed growers to field burning?

A technical, fiscal, and permitting feasibility study has been conducted for the Coos Bay North Bend Water Board pertaining to the development of hydroelectric facilities at the Upper Pony Creek Reservoir. A net-metering design for onsite use of the generated power model was selected based on projected power generation rates. The pro-forma for the project developed to reflect the preliminary build-out design, historical electricity inflation rates, and currently available tax credits and utility incentives projects a return on investment of greater than 15 years. An alternate operational scenario based on moderate industrial growth flow rates was also investigated.

The study focused on a comparative evaluation of four biogas utilization alternatives, the feasibility of augmenting the biogas supply through the addition of fats, oils, and greases to the digesters, and assessing the available grants and incentives for biogas utilization projects.

This project evaluated the opportunity for generating electricity using a small-scale hydropower facility installed at the city's Rock Creek Water Treatment Plant (WTP). The Proposed installation, if implemented will make use of existing raw water pipelines that convey water to the plant. The pipelines deliver water to the plant with more pressure than necessary and this excess pressure can be used to generate electricity.

Meetings with The Chief of Police and other Community Safety Building personnel made it clear that another layer of emergency power would have real significance. Experience during large natural disasters like Hurricane Katrina and the Earthquake in Haiti showed that a reliance on diesel alone for emergency power could lead to problems if diesel runs out and supply routes are closed. The ‘mission’ for the feasibility study was to find a design that will provide enough back-up electricity to power at the very least the police radio network. |
