(Energy Policy Analyst)

$4,670 - $6,565 MONTHLY


GENERAL INFORMATION
  •  This position is with the Oregon Department of Energy, Conservation Division, and is located in Salem. The Oregon Department of Energy has approximately 115 employees and is responsible for promoting the efficient use of energy resources, developing an energy supply that is renewable, affordable and reliable, and regulating the transport and cleanup of radioactive waste.

  • This recruitment will be used to establish a list of qualified people.  The list will be used to fill the current vacancy and may be used to fill other vacancies as they occur. 

  • This is a permanent, full-time, management service position and is not represented by a union. The position receives full fringe benefits. The State of Oregon provides an attractive, cafeteria-style benefit plan that includes employer contributions toward a variety of medical and dental plans covering employees and dependants, participation in the Oregon Public Service Retirement Plan (OPSRP), and a deferred compensation plan.

  • Due to budgetary shortfalls, the person appointed to this position will be required to take unpaid furlough days between September 1, 2009 and June 30, 2011.

  • A Bachelor's Degree in Business or Public Administration, Economics, Communications,  Public Policy & Management, Physical Science, Natural Resources or a field related to energy; and four years professional-level evaluative, research, analytical and resource planning work in a field related to energy.

    OR

  • Any combination of experience and education equivalent to seven years of experience that supports professional-level evaluative, research, analytical and resource planning work in a field related to energy.

  • In the “Work History” section on your application you must clearly describe your experience in each of the areas listed above.  Failure to provide this information may result in eliminating your application from further consideration.

  • Credits must be from an accredited college or university.  A photocopy of your transcripts must be submitted with your application form. 
 
DESIRED ATTRIBUTES   
 
Preference may be given to candidates with a work history that demonstrates:
  • Experience performing legal research and analyzing and writing general, statistical, and technical reports and administrative rules.

  • Skills in public speaking and experience conducting a variety of public forums, including meetings and administrative rule hearings; and

  • Knowledge of administrative and legislative processes.

DESCRIPTION OF DUTIES
 
 
A major function of this position is to develop proposed policy changes and administrative rules relating to energy efficiency and renewable energy policies and programs for the agency.  Major duties include:
  • Policy research and rulemaking may involve but not be limited to research and data analysis; evaluation of agency programs and recommendations for improvement;

  • Recommends agency policy or position on new issues; strategic planning and goal-setting; determines socioeconomic, environmental, or energy impacts of proposed policies  grant writing; resolves conflicts among policies and programs internal and external to the agency; convenes and facilitates  internal and stakeholder discussions to assist in providing recommended resolutions for  issues that may have arisen; and represents the agency  in state, regional or national forums;

  • Conducts thorough research of statutes, rules and policies related to the development and/or modification of new or existing programs, rules or policies.  Develops recommendations and options for review by agency management and the Director;

  • Evaluates findings and prepares comprehensive reports and recommendations for the agency. Participates in long and short range planning. Presents plan of action orally and in writing.  Consults with staff and agency managers to assure compatibility with other programs and agency mission and goals;

  • Provides analysis and advice on statewide initiatives and legislation relating to energy efficiency and renewable energy development in Oregon.  Reviews and evaluates legislation, provides advice, options and recommendations.  Conceives and develops legislative concepts, drafts language, identifies stakeholders, defines issues, determines fiscal impacts, and analyzes other impacts such as energy use, costs, economic development, and environmental impacts.  Develops agency testimony and analysis as appropriate;

  • Conducts analysis of proposed federal legislation and rules to determine impacts on Oregon. Develops and drafts proposed agency direction, recommendations and analysis when appropriate;

  • Works with Oregon Public Utility Commission staff to assess Commission policies, orders and rules affecting renewable energy and energy efficiency, including but not limited to utility Integrated Resource Plans, renewable energy tariffs (green tags), and net metering. Works with PUC staff to direct legislatively required reviews and evaluations of programs funded through the SB1149 Public Purposes Fund;

  • Presides over and conducts administrative hearings.  Reviews and analyzes the hearing evidence, case documentation, applicable statutes, rules and codes.  Prepares hearings officer reports recommending appropriate action and findings based upon the evidence submitted and the corresponding research of the law;

  • Identifies opportunities for grants and external funding, identifies potential projects, enlist partners, and prepares grant applications to help accomplish state and agency goals and objectives related to renewable energy development in Oregon.
 
WORKING CONDITIONS
  •  Regular travel throughout the state and region.
  • Occasional interstate travel.
  • Attendance at evening and weekend meetings or events occasionally may be required.
  • Occasional flexibility on hours may be required to accommodate short project timelines.
  • Must be able to work independently with few formal written guidelines and without close supervision.
  • Must have a valid driver’s license and a good driving record; if not, you must be able to provide and acceptable method of transportation.
