Subject: Petition to Amend OAR 115-025-0030 and 115-025-0065
On May 30, 2008, the Department of Administrative Services, Human Resources Division, petitioned the Employment Relations Board to amend OAR 115-025-0030 and 115-025-0065. As required by ORS 183.390(2) and OAR 137-001-0070, this Board invited public comment on the rules and amendments proposed by the Petition. Two parties submitted comments by the August 4, 2008 deadline. Both opposed the Petition and favored maintaining the rules without change.
Based on the Board’s review of the Petition, the comments opposing the Petition, the factors enumerated in ORS 183.390(3), the statute that the rules are designed to implement, and the purposes and policies of the Public Employee Collective Bargaining Act, the Board denies the Petition.
