Annual Performance Measures

Created in 1972, the State Landscape Contractors Board (LCB) licenses landscape contracting businesses and landscape construction professionals.  Landscape construction professionals must meet experience and/or education requirements and pass a competency exam.  Landscape contracting businesses must obtain a security bond, submit evidence of liability insurance and employ a licensed landscape construction professional.  The Board receives and investigates consumer complaints, answers consumer and landscape construction professional questions and enforces compliance with the licensing law. 
 
There are approximately 1,600 landscape construction professionals and 1,300 landscape contracting businesses licensed in Oregon.  The governor appoints the seven-member Board to serve three-year terms.  Five members represent the landscape industry and two represent the general public.
Programs
The Landscape Contractors Board (LCB) is a State agency that protects consumers by regulating landscape contracting businesses.  Oregon law requires that all landscape contracting businesses who work on residential and nonresidential property in Oregon be licensed with the LCB.  The LCB accepts complaints against licensed landscape contracting businesses, usually responding to these complaints (called "claims") with informal on-site investigations/mediation and/when necessary, more formal adjudication that is very similar to a court.
 
The activities of the LCB are funded from licensing and exam fees paid by landscape construction professionals and landscape contracting businesses.  No general fund (tax) dollars are used.
 
The LCB has 7.0 FTE which includes field investigators throughout the state.
