Public Notices for Federal Consistency Review

Public Notices for Coastal Program federal consistency reviews are governed by OAR Chapter 660, Division 35, Section 307(c) of the Coastal Zone Management Act of 1972, as amended, and Title 15, Part 930 of the Code of Federal Regulations
 
CURRENT PUBLIC NOTICES
 
DLCD issues joint public notices with the U.S. Army Corps of Engineers for projects under review for a U.S. Army Corps of Engineers Individual Permit.  Those notices are available at: http://www.nwp.usace.army.mil/Missions/Regulatory/PublicNotices.aspx

 

November 25, 2014--Jordan Cove Energy Project, L.P. and Pacific Connector Gas Pipeline, L.P. have applied for authorizations from the Federal Energy Regulatory Commission and the U.S. Army Corps of Engineers for the siting, construction, and operation of a liquefied natural gas terminal in Coos County, Oregon, and an associated natural gas pipeline crossing through Coos and Douglas counties.

 

November 25, 2014--LNG Development Company, LLC (d/b/a Oregon LNG) and Oregon Pipeline Company, LLC have applied for authorizations from the Federal Energy Regulatory Commission and the U.S. Army Corps of Engineers for the siting, construction, and operation of a bidirectional liquefied natural gas terminal in Warrenton, Oregon, and an associated natural gas pipeline crossing through the coastal zone in Clatsop and Tillamook counties. Comment deadline: January 17, 2015.
 
 
Please note that this project was the subject of a previous public notice on October 8, 2013.  All comments received in response to this previous public notice are and will remain a part of the record for the consistency review of this project, and will be considered by the department in its review of the proposed federal actions.

April 4, 2014 - The U.S. Army Corps of Engineers (USACE) proposes to place dredged material along the shoreline of Pillar Rock Island in the Columbia River, Clatsop County.  Comment deadline: May 4, 2014.

Public Notices for Coastal Program Updates

DLCD periodically submits routine program changes to the Office of Ocean and Coastal Resource Management (OCRM) of the National Oceanic and Atmospheric Administration (NOAA).  These pogram changes update and refine state and local authorities incorporated as part of the Oregon Coastal Management Program (OCMP). 
 
Public Notices for changes to the OCMP are governed by Section 306(e) of the Coastal Zone Management Act of 1972, as amended, and Title 15, Part 923 of the Code of Federal Regulations.  
 
CURRENT PUBLIC NOTICES 

December 1, 2014 – OCM has approved DLCD’s submitted Routine Program Change request (with some exceptions) to incorporate updates to Oregon Revised Statutes incorporated into the Oregon Coastal Management Program.  The OCRM approval letter, with amendments, and the post approval notice are linked below. 
 
July 24, 2014 - The DLCD has submitted a Routine Program Change (RPC) request to OCRM. The request seeks to incorporate updates to Oregon Revised statutes incorporated into the Oregon Coastal Management Program. January 28, 2014 - The DLCD has submitted a Routine Program Change (RPC) request to OCRM. The request seeks to incorporate Oregon Territorial Sea Plan Part Five: Uses of the Territorial Sea for the Development of Renewable Energy Facilities or Other Related Structures, Equipment, or Facilities. Supplemental Notice December 18, 2013 (Original Notice October 1, 2013) - The DLCD has submitted a Routine Program Change (RPC) request to OCRM. October 1, 2013 - Pursuant to Section 307(f) of the Coastal Zone Management Act (CZMA), 16 U.S.C. §1456(f), and the Program Change Guidance issued in July 1996 by the Office of Ocean and Coastal Resource Management (OCRM) of the National Oceanic and Atmospheric Administration (NOAA), the state of Oregon gives notice of incorporation into the Oregon Coastal Management Program (OCMP) of the current requirements of its air pollution control program found in Oregon Revised Statutes Chapter 468A, and its water pollution control program found in Oregon Revised Statutes Chapter 468B. The Oregon Coastal Management Program (OCMP) provides notice to the public of projects under review for federal consistency, and of proposed updates to the OCMP.  Anyone wishing to receive notices in either or both circumstances may request inclusion on our mailing list.  The OCMP distributes notices by electronic mail (preferred) or regular mail.
