LCDC Meeting Reports, February 13-14, 2014

 
Agenda Item 2 – Public Comment
This part of the agenda is for comments on topics not scheduled elsewhere on the agenda. The chair may set time limits (usually three minutes) for individual speakers. The maximum time for all public comments under this agenda item will be limited to 30 minutes. If you bring written summaries or other materials to the meeting please provide the commission assistant with 20 copies prior to your testimony. The commission is unable to take action, at this meeting, on items brought to their attention in this forum.
 
Agenda Item 3 – Sage Grouse Conservation Plan
The commission will hear an update from the Governor’s office regarding the proposed listing of sage grouse as a threatened or endangered species under the federal Endangered Species Act, and the efforts that counties, the state and federal agencies are making to conserve sage grouse habitat.  The Governor’s office and the commission will discuss the potential roles of LCDC and DLCD.
 
The commission will conduct a hearing to consider a referral from the DLCD director of an amendment to the city of Newberg’s urban growth boundary. The hearing will be conducted according to the procedures in OAR 660-025-0085 and 660-025-0160. Oral argument will be limited to valid objectors and the local governments. The chair may limit time for testimony and may set a time limit (usually 3 minutes) for individual speakers.
 
Agenda Item 5 – Budget and Management Subcommittee
The subcommittee will discuss the department's current budget information. The subcommittee will report to the full commission during the commission meeting.
 
The commission will receive an update by the director on recent matters concerning the department.
 
Agenda Item 7 – Commission Business
The commission will receive an update from the Budget and Management Subcommittee.
 
The commission will receive an update from Metro officials and staff on work by the Portland metropolitan area to develop and evaluate alternative land use and transportation scenarios to meet state-adopted targets for reducing greenhouse gas emissions from light vehicle travel.
 
The commission will consider a recommendation from its appointed hearings officer regarding an enforcement order under ORS 197.319 to 197.335 to respond to the  City of Damascus’s failure to comply with the commission’s enforcement order 13-CONT-COMPLY-001828.
 
Agenda Item 10 – Other Business
The commission reserves this time, if needed for other business.
