LCDC Meeting Reports, March 13-14, 2014

 
Agenda Item 2 – Public Comment
This part of the agenda is for comments on topics not scheduled elsewhere on the agenda. The chair may set time limits (usually three minutes) for individual speakers. The maximum time for all public comments under this agenda item will be limited to 30 minutes. If you bring written summaries or other materials to the meeting please provide the commission assistant with 20 copies prior to your testimony. The commission is unable to take action, at this meeting, on items brought to their attention in this forum.
 
The commission will receive an update on the activities of the Oregon Passenger Rail Project’s
Leadership Council. The Leadership Council has recently narrowed down the number of alternative routes in the Willamette Valley for further study and review.
 
The commission will receive an update by the director on recent matters concerning the department.
 
Agenda Item 5 – Regional Solutions Team
The commission will hear from members of the Southwest Oregon Regional Solutions Team regarding regional priorities and projects. Team members will highlight completed projects, community successes and challenges, and work that is ongoing on regionally-significant projects.
 
The commission will receive an update by the director on recent matters concerning the department.
 
The commission will receive a briefing on the newly completed guide “Preparing for a Cascadia Subduction Zone Tsunami: A Land Use Guide for Oregon Coastal Communities”.  The briefing will introduce the commission to some background, various components of the guide, and next steps in working with Oregon coastal communities to increase resilience to this potential catastrophic event.
 
The department is recommending that the commission initiate three rulemaking projects and appoint rule advisory committees for each project. The rulemaking would concern population forecasting, youth camps in Eastern Oregon and transfer of development rights for Ballot Measure 49 properties. The population and youth camp rulemakings are required by legislation enacted in the 2013 legislative session.
 
The department will report on the 2014 legislative session.
 
Agenda Item 10 – Proposed 2015 Legislative Concepts
The department is seeking commission authorization to propose legislative concepts for the 2015 session. Concepts must be filed with Department of Administrative Services by May 2, 2014.
 
Agenda Item 11 – CIAC Update
The commission reserves this time, if needed for other business. The commission will receive an update on the recent activity of the Citizen Involvement Advisory Committee.
 
Agenda Item 12 – Commission Business
The commission will receive an update from the Budget and Management Subcommittee.
 
Agenda Item 13 – City of Newberg UGB Expansion (Action)
The commission will conduct a hearing to consider a referral from the DLCD director of an amendment to the city of Newberg’s urban growth boundary. The hearing will be conducted according to the procedures in OAR 660-025-0085 and 660-025-0160. Oral argument will be limited to valid objectors and the local governments. The chair may limit time for testimony and may set a time limit (usually 3 minutes) for individual speakers.

The commission reserves this time, if needed for other business.
