Agenda Item 2 – Public Comment
This part of the agenda is for comments on topics not scheduled elsewhere on the agenda. The chair may set time limits (usually three minutes) for individual speakers. The maximum time for all public comments under this agenda item will be limited to 30 minutes. If you bring written summaries or other materials to the meeting please provide the commission assistant with 20 copies prior to your testimony. The commission is unable to take action, at this meeting, on items brought to their attention in this forum.
 
Agenda Item 3 – Climate Smart Communities Scenario Planning

The commission will receive an update from Metro officials and staff on the final phase of work by the Portland metropolitan region to develop and select a preferred land use and transportation scenario that meets adopted targets for reducing greenhouse gas emissions from light vehicle travel.
The commission will meet with its Citizen Involvement Advisory Committee (CIAC) to discuss its work program and other matters concerning citizen involvement in land use planning.
 
Agenda Item 5 – Regional Solutions Team
The commission will receive a briefing from the South Willamette Valley Oregon Regional Solutions Team regarding regional priorities and projects. Team members will highlight completed projects, community successes and challenges, and work that is ongoing on regionally significant projects.   Regional Solutions Center Coordinator and other team members will participate in the briefing.
 
The commission will meet with its Local Officials Advisory Committee (LOAC) and receive an update about the work of the LOAC.
 
Tour – League of Oregon Cities Annual Conference Tours
The commission will join the League of Oregon Cities tours.
 
Roundtable – Lane County Public Services Building, 125 East 8th Avenue, Eugene, OR 97401
The commission will meet with invited guests and local government officials to discuss items of local interest.
 
The commission will receive a briefing from DLCD staff regarding the status of periodic review work programs and discuss the consequences of periodic review actions on the general fund grant program. This is a follow-up to the briefing provided to the commission in July.
 
Bob Parker, Rebecca Lewis and Terry Moore will provide a progress report and preliminary findings from its Land Use Efficiency Research project. This research was commissioned by the department as part of the HB 2254 UGB streamlining project and will not be completed until later this winter. 
 
The Director's Performance Evaluation Subcommittee will report to the commission on the recommended criteria and process to be used for the evaluation of the director, as well as the schedule for the evaluation process.
 
The commission will conduct a public hearing for possible adoption of proposed permanent rules amending OAR chapter 660, division 33. The purpose of this rule is to comply with the directives in House Bill 3098 (2013) to identify youth camps as a use that may be considered on certain farmlands comprised of rangeland soils in eastern Oregon. Following public testimony, the commission may adopt the proposed amendments.
 
The department requests an amendment to the 2013-15 policy agenda, initiation of rulemaking, and the appointment of a rules advisory committee to develop a definition for Primary Processing of Forest Products at OAR 660-006.
 
The commission will receive an update by the director on recent matters concerning the department.
 
Agenda Item 13 – Strategic Plan
The commission will receive a status update on the development of the department’s strategic plan.
*Deferred to November 13-14, 2014, meeting.
 
The commission will discuss a department recommendation for the grants advisory committee, meeting dates and locations for 2015, the BAM subcommittee report, and other commission business.
 
Agenda Item 15 – Request to Appeal Pursuant to ORS 197.090(2) and (3), and ORA 660-001-0201 to 660-001-0230 (Placeholder) (Possible Action)
State law requires commission approval of a DLCD director’s decision to seek review of a local government land use decision. Only the director or department staff on the director’s behalf, the applicant and the affected local government may submit written or oral testimony concerning commission approval of a land use decision, Klamath County Goal 4 Exception to change the comprehensive map and zoning designation to train park for rural residential development.

The commission reserves this time, if needed for other business.
