LCDC Meeting Reports, November 13-14, 2014

Agenda Item 1 – Executive Session (Director’s Annual Performance Review) ORS 192.660(2)(i)
The commission will meet in Executive Session to review and evaluate the job performance of the director. ORS 192.660(2)(i). (Closed to the Public)
 
 
Agenda Item 3 – Public Comment
This part of the agenda is for comments on topics not scheduled elsewhere on the agenda. The chair may set time limits (usually three minutes) for individual speakers. The maximum time for all public comments under this agenda item will be limited to 30 minutes. If you bring written summaries or other materials to the meeting please provide the commission assistant with 20 copies prior to your testimony. The commission is unable to take action, at this meeting, on items brought to their attention in this forum.
 
Agenda Item 4 – Director’s Evaluation (Continued) (Action)
The commission will report on the results of the evaluation.
The commission will consider preliminary results of the Best Practices Assessment Scorecard completed by each commission member prior to the commission meeting. The final determinations provided at this meeting will provide the commission’s annual response to the Best Practices Key Performance Measure #19 for the upcoming Annual Performance Progress Report.
 
Agenda Item 6 - Attachment D
The commission will review the department’s draft strategic plan and make a decision whether to approve the plan.  The purpose of the department’s strategic plan is to guide the department’s work for an eight-year period (2014-2022), as well as to inform the public of the scope and work undertaken in the state’s land use planning program. 
 
The commission will receive an update on the status and progress of the pilot program for regional redefinition of farm and forest lands initiated under Executive Order 12-07. Department and southern Oregon county staff members will provide current information.
 
Agenda Item 8 – Metro Urban and Rural Reserves (MURR)
The commission will consider the Oregon Court of Appeals’ remand of the commission’s approval of urban and rural reserves in Clackamas, Multnomah, and Washington County in Barkers Five v. LCDC. The commission will hear oral argument, deliberate, and make a decision on the response to the remand. Oral argument shall be limited to parties to the appeal. The time for oral argument may be limited by the chair.
 
The commission will receive an update by the director on recent matters concerning the department.
 
Agenda Item 10 – Request to Appeal Pursuant to ORS 197.090(2) and (3), and ORA 660-001-0201 to 660-001-0230 (Placeholder) (Possible Action)
State law requires commission approval of a DLCD director’s decision to seek review of a local government land use decision. Only the director or department staff on the director’s behalf, the applicant and the affected local government may submit written or oral testimony concerning commission approval of a land use decision, Klamath County Goal 4 Exception to change the comprehensive map and zoning designation to train park for rural residential development.
 
 
The commission will conduct a public hearing for possible adoption of proposed permanent rules amending OAR chapter 660, division 33. The purpose of this rule is to comply with the directives in House Bill 3098 (2013) to identify youth camps as a use that may be considered on certain farmlands comprised of rangeland soils in eastern Oregon. Following public testimony, the commission may adopt the proposed amendments.
 
The commission will receive a briefing regarding Oregon’s Sage Grouse Conservation Partnership (SageCon) and the state’s All Lands All Threats project. A description of local sage grouse conservation efforts may also be provided.
 
Agenda Item 14 – Commission Business
The commission will discuss a department recommendation for the grants advisory committee, meeting dates and locations for 2015, the BAM subcommittee report, and other commission business.
 
Agenda Item 15 – Other Business
The commission reserves this time, if needed for other business.
