Transit in Small Cities

A Primer for Planning, Siting and Designing Transit Facilities in Oregon

This primer gives small-city transit providers in Oregon guidance on planning, designing, and locating transit facilities – e.g., bus shelters, signage, access-ways to transit stops, and other amenities – to support transit systems. The primer lays out a basic planning process and offers tips for success that can be tailored to individual cities. It identifies questions that small-city transit providers must address when planning and siting transit facilities in order to support the goals that communities set for themselves. Finally, it draws upon successful Oregon examples to provide relevant advice and illustrate best practices.

Cool Planning Handbook

We wrote this handbook to help local governments and communities throughout Oregon understand how specific community development, land-use, and transportation planning techniques can enable us to reduce our carbon footprints. The desired outcomes of such planning often are described as “smart growth” or “sustainable development.”

The handbook is aimed at local elected officials, planning commissioners, planners, community organizations, and developers. It describes planning tools currently available as well as new climate action plans that can advance local efforts to reduce transportation related GHG emissions.

Model Code for Small Cities

Model Development Code for Small Cities

First published in 1999, Oregon’s Model Development Code and User’s Guide for Small Cities (“Model Code”) has been used widely around Oregon. The TGM Program developed the model in response to numerous requests for assistance from Oregon communities. Small cities wanted consistent guidance and technical expertise in zoning, development standards, review procedures, and implementation of state planning rules and statutes.

In developing the model code, now in its Third Edition (2012), the TGM Program worked with a statewide advisory committee consisting of city officials, planning commissioners, state and regional planning agency representatives, and land use advocates, and business representatives.
