- This position is with the Oregon Department of Land Conservation and Development (DLCD), Directors Office. This recruitment will be used to establish a list of qualified people to fill the current vacancy.
- This vacancy is a limited-duration (anticipated through March 2010), full-time position located in Salem, Oregon.
- This position is available as a Job Rotation for current State of Oregon employees who meet the minimum qualifications and who have completed trial service.

To Qualify

- Four years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies; b) development of long- and short-range goals and plans; c) program evaluation; and d) budget preparation.
Graduate level course work (48 quarter or 32 semester hours) in management may be substituted for one year of the required experience.

Agency/Division Overview and Position Responsibilities:
The department, under the policy direction from the Land Conservation and Development Commission, and using a partnership of state and local government and citizen involvement, administers a statewide planning program aimed at achieving specific goals to protect Oregon's quality of life. The program rests on a foundation of 19 statewide goals--standards to be met by cities, counties, and state agencies in planning, zoning and other activities that affect Oregon's land use. The department is also responsible for implementation of Ballot Measure 49 (2007).
The purpose of the Deputy Director’s position is to supervise and provide direction to the management team; implement the policies of the Land Conservation and Development Commission (LCDC); direct the work of the Department and to carry out the duties of the Department as defined by ORS 197. The position reports to the Director and serves as the Director in the Director’s absence. The position serves as full-authority deputy with direct program and administrative responsibilities.
Primary responsibilities include:
The Deputy is responsible for directing staff and programs to implement the Department’s operational programs through direct supervision of five Division managers. The Deputy is responsible for tone and continuity of direction for the Department during program implementation. The Deputy is responsible for labor relations, staff recruitment and selection, training and motivation of personnel within the Department. The Deputy is expected to make commitments with final authority, limited only by established policy, statutes and administrative rules, and general direction of the Director.
Principal Accountabilities:
Department Program and Personnel Management
- Directs the activities of the Department by developing Agency policies, setting program priorities and managing the utilization of resources in order to carry out the goals and objectives mandated by Oregon law, regulations and the policies of the LCDC.
- Directs the day-to-day activities of the Department by determining policy, program priorities and utilization of resources in order to carry out the goals and objectives mandated by law and the priorities determined by the Governor and other high level officials.
- Administers, through subordinates, a multi-million dollar grants program to local governments to improve comprehensive plans and land use regulations.
- Establishes reporting relationships and administrative controls over program operations.
- Establishes the Agency’s policies to select, train, develop, motivate, and/or assign staff so that the Agency’s mission is achieved in a cost effective manner.
- Assists in achieving the Department’s Affirmative Action goals in recruitment and selection by providing and giving adequate consideration to equal employment opportunities.
- Represents the Department by participating in/or coordinating interagency and intergovernmental committees and task forces, provides expert consultation to the Governor, the Legislature or other high level officials; addresses professional organizations and citizen groups to advocate and explain policy and the needs of the statewide land use planning program.
- Responds to public inquiries, complaints, and proposals for investigation.
Department Budget and Fiscal Management
- Provides leadership in the preparation, implementation, execution, and balancing of the Department’s budget.
- Directs and reviews the preparation of the Department’s biennial budget by determining priorities and determining the resources necessary to implement such policies.
- Analyses and explains the needs for additional resources and/or the impact of budget reductions to appropriate parties such as the Department of Administrative Services, the Governor, and the Legislature in order to obtain the resources necessary to implement programs.
- Ensures that financial risk to DLCD and the State of Oregon is reduced through sound fiscal practices.
Department Policy Agenda and Work Program:
- Assists the director and policy staff in developing work program, policy agenda and rulemaking projects for consideration by the LCDC; executes the approved work program.
- Analyzes pertinent issues and information, assesses the impact of proposed policies on the statewide land use planning program and on the services provided by the Department.
- Evaluates the quality of services provided, explores collaborative solutions to problems, authorizes the distribution of available resources to meet changing program needs; resolves conflicts between Divisions and/or staff on areas of shared responsibilities.
- Coordinates activities with other agencies in areas of mutual concern in order to ensure compliance with established policies, objectives, program priorities and applicable laws, rules and regulations.
- Assists the Director in determining the Department’s strategic direction and policies, assessing the impact of proposed direction and policies, and assigning resources necessary to implement such policies.
- Communicates effectively at all levels and must be knowledgeable of the differing perspectives involved.
- Directs, works with and reviews senior management staff research, proposals and recommendations for DLCD strategies, programs, policies and procedures. Sensitive to political pressures and unique community needs.
- Balances local desires and needs with available state resources, and Governor’s policy directives.
- Prepares or directs the preparation of position papers for and provides expert consultation to the Director, the Governor, and the Legislature on issues of the Oregon land use laws.
Working Conditions
Work frequently exceeds 40 hours per week; frequent night meetings; some weekend meetings; overnight travel.
