General Information
- This position is with the Oregon Department of Land Conservation and Development (DLCD), Community Services Division. This recruitment will be used to establish a list of qualified candidates to fill the current vacancy.
- This vacancy is a permanent, full-time position located in Newport, Oregon.

Agency/Division Overview and Position Responsibilities:
DLCD has approximately 80 employees and is responsible to administer a statewide planning program aimed at achieving specific goals to protect and enhance Oregon’s quality of life. The program rests on a foundation of 19 statewide goals—standards to be met by cities, counties, and state agencies in planning, zoning and other activities that affect planning for land use, development and resource protection in Oregon.
This position exists within the Community Services Division which has 15 staff members including 11 regional representatives, 1 community services specialist, 2 administrative coordinators, and the division manager. The purpose of the division is to assist local governments in implementing the statewide planning program and the Oregon Coastal Management Program. Division responsibilities include providing technical assistance to local government planners, elected and appointed officials, the general public and interest groups. The division also carries out two of the department’s principal statutory responsibilities: (1) the periodic review of the comprehensive plans and land use regulations of certain cities to ensure continued compliance with the statewide planning goals and to address statewide and regional land use issues due to changes in population and in the economy and due to the enactment of new state laws and agency programs, and (2) the review of proposed and adopted amendments to comprehensive plans and land use regulations, including amendments made under periodic review, to ensure compliance with the statewide planning goals.
The duties of the Community Services Division include review and evaluation of local government comprehensive plans and implementing land use regulations; review and approval of local government periodic review work programs and work tasks; administration of grant funds to support local government planning work; advising local governments on comprehensive plan and ordinance organization and content; preparation of model land use ordinances, handbooks and technical bulletins; coordination of local planning with the programs of state and federal agencies and special districts; coordination of projects to strengthen the department’s capacity to assist local governments in implementing growth management practices; and interpreting state statutes, statewide planning goals, administrative rules and court cases concerning land use planning.
The division participates in conflict resolution when possible, and in legal appeals and enforcement actions when necessary. The division maintains six region offices to assist local governments, other agencies, interest groups, and citizens in successful local implementation of the program. The division works with the Federal Emergency Management Agency to administer the National Flood Insurance Program in Oregon. The division participates in the formulation of statewide seismic safety policy under ORS 401.337 to 401.353. The division also participates in regional Economic Revitalization Teams.
This position functions as a regional representative for the department on the north coast (principally Clatsop, Lincoln, and Tillamook counties). In this capacity, the position carries out the department’s mission, statutory mandates, and statewide and coastal zone planning requirements through direct assistance, coordination, review and oversight of the land use activities of local governments, state agencies and special service districts. This position helps ensure that state actions and investments are well coordinated and effectively meet state and local objectives to maintain and build quality communities and implement the statewide economic development strategy. This position represents the department as a member of the Northwest Regional Economic Revitalization Team. The position also works closely with DLCD’s Planning Services Division and the Ocean & Coastal Services Division.
Primary responsibilities:
- Interpret state laws, statewide goals, administrative rules, court decisions, department policies, and local government plan provisions in response to oral and written requests from department staff, local government planners and officials, other state agency personnel, interest group representatives and members of the public. Prepare technical memos, correspondence, bulletins, model ordinances and other explanations to assist local government staffs. Assist the Land Conservation and Development Commission in matters related to implementation of the statewide planning goals and administrative rules. Consult with the Attorney General’s Office on legal matters. Evaluate technical needs of local governments and conduct or assist in conducting training sessions, technical workshops and public informational forums. Coordinate with other agencies to resolve interagency differences and establish common positions among state agencies.
- Represent the department at public meetings and hearings, serve on technical and citizen advisory committees, prepare and present written and oral comments concerning agency programs and activities, participate in negotiations and conflict resolution activities on behalf of the Department and explain the interests and viewpoints of local governments, other agencies and other organizations to the department. Serve as the primary department representative to the Northwest Regional Economic Revitalization Team.
- Review and evaluate complex plans, reports, project proposals and individual land use decisions. Evaluate proposed and adopted actions and plans for compliance with state and local laws, the statewide planning goals and administrative rules. Conduct analyses and prepare written and oral reports and develop recommendations where appropriate. Evaluate and manage departmental grants.
Working Conditions
Performance of duties requires making visits to and contacts with local government planning offices, state agency offices, and community, interest and citizen groups, occasionally involving evening meetings, and overnight travel.
The job involves occasional written, phone, and in-person contacts with individuals and organizations who may be opposed to or are hostile toward the department or positions or regulations of the department or the state planning program.
This position requires a valid Oregon driver’s license and an acceptable driving record or the ability to provide an acceptable, alternative method of transportation.

- Ability to operate with a high degree of independence, often in situations that are not supportive of land use planning or the department’s mission.
