General Information
- The Oregon Department of Land Conservation and Development (DLCD) is recruiting for the position of Coastal Resources Specialist. This recruitment will be used to establish a list of qualified candidates to fill this position.
- This position exists within the Coastal Services Division of the Department of Land Conservation and Development (DLCD) which implements the federally approved Oregon Coastal Management Program (OCMP).
- This vacancy is a permanent, full-time position located in Salem, Oregon.

To Qualify
Your State of Oregon PD100 application form will be reviewed to verify that you meet the qualifications stated in this section. To receive credit, your application must clearly show that you have:
- A Bachelor’s Degree in Urban or Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography or a related field; AND One (1) year of progressively responsible planning experience related to the job.
Note: A Master’s Degree in Community, Urban or Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography or a related field may substitute for one (1) year of experience.
OR
- Four years of progressively responsible planning experience related to the job.

Agency/Division Overview and Position Responsibilities:
The department, under the policy direction from the Land Conservation and Development Commission, and in partnerships with state and local governments and citizens, administers a statewide planning program to achieve specific goals to protect Oregon's quality of life. The program rests on a foundation of 19 statewide goals-standards to be met by cities, counties, and state agencies in planning, zoning and other activities that affect Oregon's land use.
The OCMP works in partnership with coastal local governments, state and federal agencies, and other stakeholders to ensure that Oregon's coastal and ocean resources are managed, conserved, and developed consistent with statewide planning goals. The OCMP is part of Oregon’s statewide land use planning program and was approved in 1977 as meeting the requirements of the federal Coastal Zone Management Act. The Coastal Management Program assists coastal local governments and state agencies in applying the requirements of statewide planning goals 16, Estuarine Resources, 17, Coastal Shorelands, 18, Beaches and Dunes, and 19, Ocean Resources to plans and regulations and to proposed development actions along the ocean, estuarine, and other shores.
The primary purpose of the position is to develop and carry out projects that provide technical support for the work of the Coastal Management Program to conserve coastal natural resources.
Primary responsibilities include:
- Formulating and carrying out projects that will enhance or promote conservation of marine, estuarine, and other coastal resources;
- Providing technical assistance and information products for program initiatives by developing geo-spatial information resources and products, including GIS analysis and on-line data products;
- Acting as a point of contact with state and federal agencies and other entities that have technical and scientific data and information products needed by the coastal program to carry out its mission;
- Providing data and information content about coastal resources and conservation activities to the Oregon Coastal Atlas in consultation with the Coastal Online Services Specialist;
- Providing administrative assistance to the Ocean Policy Advisory Council in carrying out its responsibilities.
- Representing the Coastal Services Division in related interagency activities.
Working Conditions
This position works in a typical office environment. Occasional travel to the Department’s Portland and Newport offices will be necessary. Occasional overnight travel throughout Oregon’s coastal zone and to western Washington may be necessary from time to time. Travel may occur year-round, including during inclement winter weather. The job requires occasional attendance at evening meetings and may involve occasional work on a weekend.
You must have a valid Oregon driver’s license and an acceptable driving record. If not, you must be able to provide an acceptable alternate method of transportation.

- Experience developing databases, using geo-spatial information analysis including GIS, and creating information products for use in for natural resource management and policy making.
- Experience or training leading project teams or task groups to formulate and carry out projects and plans.
- Familiarity with methods and protocols of scientific research related to coastal and marine resources.
- Ability to learn about and think critically in subject areas that may be unfamiliar, and to clearly and effectively convey complex issues via writing, graphics, and oral presentations.
- Familiarity with and ability to use current and emerging information technologies to convey information and enhance communication.
