General Information
- This position is part of the Oregon Department of Land Conservation and Development (DLCD), Community Services Division. This recruitment will be used to establish a list of qualified applicants to fill a permanent, full-time position.
- This position may be located in the Bend, Portland, or Salem office depending upon agency operating needs.
- DLCD employs approximately 80 employees and is responsible to administer a statewide planning program aimed at achieving specific goals to protect and enhance Oregon’s quality of life. The program rests on a foundation of 19 statewide goals - standards to be met by cities, counties, and state agencies in planning, zoning and other activities that affect Oregon’s landscape and future.

To Qualify

- A Bachelor’s Degree in Urban or Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography or a related field; AND four (4) years of planning experience related to the job.
Note: A Master’s Degree in Urban or Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography or a related field may substitute for one (1) year of experience. OR
- Eight (8) years of planning experience related to the job.

Division Overview and Position Responsibilities:
The Community Services Division is comprised of a 15-member staff including the division manager. The purpose of the division is to carry out two of the Department’s principal statutory responsibilities:
1) the periodic review of comprehensive plans and land use regulations of eligible Oregon cities to ensure continued compliance with the statewide planning goals and to address statewide and regional land use issues due to changes in population and the enactment of new state laws and Agency programs; and 2) the review of proposed and adopted amendments to comprehensive plans and land use regulations outside of periodic review to ensure compliance with the statewide planning goals and with local plan policies.
The position functions in the agency as a program coordinator and policy development specialist on rural community, recreation and natural resource issues outside of urban growth boundaries. The position reports to executive level managers, the Land Conservation and Development Commission (LCDC), and professional colleagues. Under the direction of the division manager, this position also ensures that the program actions and decisions of Community Services Division staff and other Department staff, are technically correct, consistently applied, and properly coordinated statewide. The position coordinates and directs, or individually provides, policy direction and technical assistance to other Department staff and to cities, counties, other local and state agencies, and Tribal governments on planning issues in rural Oregon.
This position also functions as an agency coordinator working with other state agencies and sovereign Indian nations representing the director on specifically assigned Government-to-Government efforts and areas of interest. This includes direct involvement with Oregon’s Tribes, the Governor’s office, the Economic Revitalization Team, and the Legislative Commission on Indian Services.
The primary responsibilities of this position include:
- Interpret and explain state statutes, statewide planning goals, administrative rules, LUBA and court decisions, and provisions of city and county comprehensive plans and land use regulations involving rural and urban land use planning; respond to requests from department staff, local officials and staff, state, tribal and federal agencies, special districts, interest groups, private consultants, attorneys, and the public.
- Execute project and program operation plans and decisions as assigned. Coordinate with agency’s regional staff projects and program actions with local governments, other agencies, non-government organizations and the public.
- Plan, organize, coordinate, prioritize, report and take other actions necessary to carry out assigned duties and projects related to rural planning practices, develop policies and regulations and maintain positive relations with Oregon's tribal governments.
- Give policy advice to the legislature, Governor’s office, other jurisdictions, and state agencies on planning and policy issues and solutions in areas of expertise. Lead, design and manage local government and stakeholder involvement in agency planning and rulemaking efforts. Lead policy and steering committees of public members, state agency staff, and public leaders, and develop mutually acceptable policies and investment strategies for land use.
Working Conditions
This position makes decisions and takes actions that may have a significant effect on citizens, agencies, and jurisdictions affected by the statewide planning program. The job involves frequent contact with persons who may be opposed to the positions taken by the agency. This position requires statewide travel, including occasional overnight travel and may require some evening and weekend work.

- Experience developing, interpreting and implementing land use regulations or other planning programs.
- Knowledge and experience with Oregon’s statutes and administrative rules specifically pertaining to rural communities, destination resorts, rural utilities and services and the acknowledgment process.
- Experience providing information and assistance (both orally and in writing) to a wide range of audiences including public agencies, elected officials, interest groups, and citizens.
- Experience presenting technical land use information and complex materials in a public meeting format.
- Experience coordinating with public agencies or departments, in responding to local goverment inquiries and citizen concerns involving planning or natural resource issues.
- Experience identifying and coordinating with a wide range of interests and individuals to resolve disputes and issues that are complex and/or controversial.
- Ability to work independently from a satellite office while maintaining connection and coordination with a manager and staff in the central office.
- Working knowledge of tribal affairs, cultural resources and/or knowledge of the nine federally recognized Tribes in Oregon.
