Goal 5

Natural Resources, Scenic and Historic Areas and Open Spaces
 
Oregon’s Statewide Planning Program includes goals designed to help ensure protection of the state’s abundant natural resources. Goal 5 is:
"To protect natural resources and conserve scenic and historic areas and open spaces."
Natural resources protected under Goal 5 include wetlands, riparian areas, minerals and aggregate, wildlife habitat, and others.
 
Cities and counties are required to consider protection of these resources in making land-use decisions. For a more complete explanation of Goal 5 and its implementing rule, click here. Goal 6
Air, Water and Land Resources Quality
 
Goal 6 addresses a different aspect of natural resource protection. This Goal states:
"To maintain and improve the quality of the air, water and land resources of the state."
Goal 6 is implemented through local comprehensive plans. Cities and counties must consider the effects of land-use decisions on the environment.
 
LCDC has not adopted rules to implement Goal 6, but guidelines for planning and implementation are included within the text of the Goal.
