| Introduction/Timeline |

In March 2010, the Land Conservation and Development Commission reviewed the city of La Pine’s first locally adopted comprehensive plan. The commission found that parts of the plan complied with the statewide land use planning goals and “partially acknowledged” the plan. The Department of Land Conservation and Development (DLCD) subsequently sent the city a written continuance order setting a schedule for the city to address the deficiencies identified by the commission.
On August 21, 2012, the city submitted a revised comprehensive plan and implementing ordinances to address the issues raised in the continuation order. Deschutes County has concurred with the proposed plan. The commission reviewed the revised Comprehensive Plan at its regular meeting in Salem in September 2012, and approved the submittal.
If you have questions about La Pine’s acknowledgement compliance request, please contact Jon Jinings, DLCD Community Services Specialist, at (541) 318-2890 or jon.jinings@state.or.us or Karen Swirsky, Central Oregon Regional Representative, at (541) 325-2647 or karen.swirsky@state.or.us.

| Process |
|
The Land Conservation and Development Commission is scheduled to review La Pine’s comprehensive plan at its regular meeting in Salem on September 20, 2012. The process for acknowledging a new city’s comprehensive plan is outlined in OAR chapter 660, division 3, “Procedure for review and approval of compliance acknowledgement request.”
Following its September 2012 hearing, the commission will decide whether La Pine’s comprehensive plan complies with, partially complies with, or does not comply with Oregon’s statewide planning goals. If the plan partially complies with or does not comply with the statewide goals, the city will have opportunity to submit a revised plan for further consideration by the commission.
Parties are invited to provide written comments to the commission regarding the city's plan or land use regulations and whether those documents comply or not with one or more of Oregon’s statewide planning goals. Parties that wish to participate in the commission hearing(s) on this matter must submit written comments addressing the La Pine comprehensive plan’s compliance with Oregon’s statewide planning goals.
The department will accept written comments on this matter until close of business on September 12, 2012. For more information or to view the documents that will be under consideration by the commission, please contact Jon Jinings, DLCD’s Community Services Specialist, at jon.jinings@state.or.us or (541) 318-2890, or Karen Swirsky, Central Oregon Regional Representative at karen.swirsky@state.or.us or (541) 325-2647. The department requests that parties sending written comments to the department also send a copy of those comments to the city of La Pine.
If an additional commission hearing should be necessary, the department will notify parties who participate in the September 2012 hearing and who provide written comments to the department by September 12, 2012. Parties will have a minimum of 20 days to submit additional written comments to the department prior to the subsequent commission hearing.
