Bend/Deschutes Co. UGB Proposal
Introduction/Timeline
On April 17, 2009, the City of Bend submitted a proposal to expand its urban growth boundary (UGB) to the Department of Land Conservation and Development (DLCD) for review.  The submittal was supplemented in June of 2009 and determined to be complete in August of 2009.
 
On January 8, 2010, DLCD Director Richard Whitman issued a report in response to Bend's proposal.
 
January 29, 2010 was the deadline for appeals of the Director's report.
 
On February 25, 2010, DLCD issued a report with its response to the appeals.
 
Seven exceptions to the Director's report were filed with DLCD by March 8, 2010.
 
Three public hearings covering five days were held before the Land Conservation and Development Commission (LCDC) on the proposed UGB expansion:
  • March 18-19, 2010 in Bend,
  • April 22-23, 2010 in Lincoln City, and
  • May 12, 2010 in Bend.
On September 20, 2010 the commission circulated a draft final order for comment.
 
On November 2, 2010 the commission issued its final order.
