Soils Assessment Rulemaking
Introduction
On June 22, the Land Conservation and Development Commission (LCDC) directed the Department of Land Conservation and Development (DLCD) to initiate an administrative rulemaking process to develop rules to implement House Bill 3647, adopted in the 2010 legislative session. These rule changes will be to OAR 660, division 33 (Agricultural Lands) and will entail the development of a contracting process in which DLCD arranges with soil classifiers to assess soil productivity when landowners challenge published soils productivity data.
 
At the same June 22 meeting, LCDC agreed to create an advisory committee to advise the department and the commission (see below). LCDC will conduct a formal review of the committee’s recommendations at its regular October 2011 meeting. Based on input and recommendations from the committee, LCDC may adopt new administrative rules at that time.
