The Land Conservation and Development Commission heard an appeal of the director’s approval of Scappoose’s urban growth boundary amendment at its September 20-21, 2012, meeting in Salem. At the end of the hearing, the commission upheld the director’s approval. The final written order implementing that decision was issued on March 1, 2013.

The Department of Land Conservation and Development received one appeal of the director’s approval of the Scappoose UGB amendment.

Staff Report to LCDC Addressing Appeal

The city of Scappoose made a final decision to amend the city’s urban growth boundary (UGB), the comprehensive plan text and map, and the Scappoose Municipal Code on April 18, 2011.  The UGB amendment was subsequently adopted by Columbia County on October 26, 2011.  The city submitted the joint decisions to the Department of Land Conservation and Development (DLCD) for review in the manner provided for review of a periodic review work task on February 8, 2012.  The city’s adopting ordinance can be reviewed here.
