POSITION PURPOSE:
This Video Support Technician position is responsible for the acceptance, enrollment, maintenance, and service of Lottery equipment used at various retail outlets throughout the state of Oregon, and stored at the warehouse while ensuring that these activities are handled properly. The work includes, but is not limited to, preparing new and used Lottery terminals for use in retail establishments, providing service and preventative maintenance on
Lottery equipment used in retail establishments, and preparing equipment for field crews to install, replace, swap, remove, or add Lottery terminals. Further, the Video Support Technician I serves on installation crews to install, replace, and remove equipment at retail locations. Failure to adequately perform position responsibilities could result in a loss in productivity. This effect could cause a loss in business to retailers and possible financial loss in Lottery revenue to the State.
JOB SCOPE:
Under limited supervision of the Video Support Supervisor, this position requires the ability to work independently and with others, establishing their own work methods within specific and general guidelines, while making decisions based on Lottery polices, procedures, and guidelines. The work is directed by Management Directives, Materials Safety Data sheets issued by the Oregon Occupational Safety and Health Division, and Video Support procedures.
PRINCIPAL ACCOUNTABILITIES (*ESSENTIAL FUNCTIONS):
1. *Prepares Lottery terminals, ensuring that they are properly documented and tested before they are used in retailer establishments.
Typical Activities:
Prepares terminals for delivery to retailers by assigning Oregon Lottery serial numbers, locks, and Lottery information labels.
Receives terminal requests from Video Support staff for delivery to retailers.
Performs acceptance test procedures on each terminal to ensure proper operation of equipment.
Conducts the simulation process, assists in moving terminals from storage, activates the terminal on the central system, personalizes terminals with the retailer identification number, and prepares paperwork for delivery.
2. *Provides service and repair on Lottery terminals by providing efficient and effective service, in a timely manner.
Typical Activities:
Performs repairs, in the warehouse, on Lottery equipment used in retail establishments.
Upgrades Lottery terminals and terminal parts, in the warehouse and in the field.
Identifies problem areas on defective gaming terminals and takes corrective action; consisting of assembly, adjustment, subassembly replacement, or modifications.
Assists the Bench Technicians with repair/rebuilding parts for terminals as needed.
3. *Performs the installation, removal, and replacement of Lottery terminals at retailer locations, on schedule, and as committed to by the Area Coordinators and Video Support Supervisor.
Typical Activities:
Sets up terminals at retailer establishments to include constructing and running fiber optic cables through assigned locations.
Performs tests on equipment to ensure proper operation and contacts Lottery staff to enable or turn on equipment when testing is completed.
Provides follow-up training to retailers and clerks on the use of equipment and validation processes.
Issues to retailers, the keys for their lottery terminals.
Communicates any retailer issues or concerns which may arise to appropriate Lottery staff.
4. *Performs refurbishment procedures on Lottery terminals and equipment returned from retailers.
Typical Activities:
Refurbishes terminals that have been returned from Lottery retailers by cleaning equipment and making necessary repairs and/or replacement of parts.
Assists the Bench Technicians with repair/rebuilding parts for terminals as needed.
5. *Prepares Lottery terminals for return to vendor.
Typical Activities:
Performs the decommissioning of Lottery equipment by removing Lottery logos, serial numbers, EPROM's (security chips), and any other pertinent information or equipment.
6. *Fills in as, or replaces for Field Service Representative staff on request; to provide for uninterrupted customer service to Lottery Retailers.
Typical Activities:
Reinforces a key relationship between retailers and the Lottery by responding to retailer issues, concerns, or problems, to ensure Lottery retailers and players are treated with respect and given quality customer service.
Assists the Lottery in meeting sales goals by making timely and complete service calls and by performing field repairs on malfunctioning Lottery equipment in retailer establishments.
Maintains a retailer service schedule which provides efficiency of driving and servicing time, and maintains a consistent retailer preventative maintenance service cycle.
Maintains an adequate inventory of supplies and available parts in vehicles to use in retailer service calls and preventative maintenance to ensure service calls are handled efficiently.
Provides additional services to retailers to assist the Lottery with completing necessary projects, activities, and objectives.
7. *Maintains a clean, neat, and safe work environment by following all policies and procedures.

INTERPERSONAL CONTACTS:
This Video Support Technician position requires interaction with all levels of Lottery staff, vendors, retailers, and players. This is done in person, by telephone, or through electronic or written communications.
JOB CONDITIONS:
Work is done in a warehouse environment, and in retail establishments when performing Lottery terminal removals, installations, swaps, additions, and/or replacements. Requires driving to retailer establishments, often in inclement weather, and unpredictable road conditions. May also involve long distance driving and occasional overnight travel. When working in retail establishments, there may be exposure to heights, temperature extremes, loud music, belligerent language, tobacco smoke, and threat of violence. Requires working to close tolerances; reading precision instruments; and working around electricity, chemicals and power tools. Requires the ability to lift up to 60 pounds and move up to 300 pounds with assistance. Requires working in confined areas and climbing a ladder. Requires ability to operate a variety of vehicles, including passenger cars, vans, and trucks up to 26,000 GVW. Requires ability to work irregular hours (i.e., nights and weekends).
RECOMMENDED QUALIFICATIONS:
Possession of a valid drivers license AND One (1) year of electronics experience which involved the repairing and servicing of electronic equipment and instruments to include digital electronics.
Training in electronics from an internship, apprenticeship, or accredited college program may substitute for the required experience. (College credit hours are converted into months of experience. Transcripts are required for this substitution.)
Other Qualification Requirements:
• Demonstrated skill in communicating, both orally and in writing about decisions, services, or programs; resolving problems through negotiation; maintaining effective relationships with agency personnel, retailers, and vendors; and dealing with irate or belligerent individuals.
• Demonstrated skill in making independent judgements and decisions in the application and explanation of rules, policies and procedures.
• Demonstrated ability in coordinating diverse activities to ensure completion of projects, tasks, and assignments while working with conflicting priorities, and meeting deadlines.
• Demonstrated ability performing independently all work associated with the testing and repair of electronic equipment; diagnosing and solving electronic equipment problems to the subassembly level; and following technical oral and written instructions.
