The following message (FOR ALL ACTIVE Chiropractic Physicians) was broadcast to chiropractic licensees with an email address on file with the Board of Chiropractic Examiners on December 19, 2011. (A letter was sent by US Mail to all others)  A list of qualified boundary/ethics programs IS posted below this letter, and will be updated as courses are discovered.

RE:  Boundaries CE Requirement for Calendar year 2012
Last May the OBCE issued a public statement regarding the ongoing cases of sexual misconduct and boundary violations. Their high level of concern has been reinforced by recent cases. Board Statement:  http://www.oregon.gov/OBCE/pdfs/Boundaries_Stmt_May_2011.pdf   The OBCE has determined to require two hours of boundary and ethics training for renewing chiropractic physicians to be taken within calendar year 2012. The requirements were established in consideration of continued complaints related to boundary violations. The hours may be a part of the licensee’s annual CE requirement - 2 hours of 20 for regular active status; and 2 hours of 6 for senior active. First year licensees are exempt.
 
The board determined that there are a number of boundary courses available which will meet its training expectations, including some excellent online resources. The Board will keep a list of those on our web page under Continuing Education as they are identified.  Please Note: The proof of completion of these two hours (and only these mandatory hours) must be submitted by mail, fax or email (Oregon.obce@state.or.us) immediately upon completion to the Board.  (This is different from the normal affidavit and random audit reporting; please do NOT submit proof of all education at that time.) 
 
Record keeping hours mandated for Calendar Year 2013.
For calendar year, 2013, the OBCE is mandating two hours for record keeping and clinical documentation. They will be providing specific criteria/expectations for these courses based on the complaints and issues the Board and Peer Review Committee keep encountering.  The OBCE has discussed continuing these limited CE mandated hours into the future on an alternating basis.
 
The OBCE has not mandated specific CE hours since evidence-based outcomes management CE was required in 2005 and the Legislature required pain management CE in 2007.

Credit is NOT allowed for....
CE credit is NOT ALLOWED for the following.
  1. December 1, 2011, the Board determined that the following CE activity is not valid for renewal credit:
    • performing spinal screenings, or activity similar to screenings;
    • level 100 chemistry classes;
    • level 100 biology classes;
    • yoga classes (unless they are "training-the-trainer");
    • regular "meetings" with staff whether recorded or not (Any training given by the supervising/employing DC MUST be presented in a formal setting - agenda with topics, set for a specific day/time; sign in/out, and verifications of completion); if in doubt, contact the Board of Chiropractic Examiners office prior to the offering
  2. On January 20, 2011 the Board will not allow CE credit for language courses; it does not meet the criteria in OAR 811-015-0025.
  3. On November 18, 2010, the Board denied CE credit for "Warning: The Rules of Money Have Changed" sponsored by the Washington State Chiropractic Association. This program does not meet the CE rule guidelines which require the program to "pertain to the practice of chiropractic."
  4. On May 27, 2010, the Board denied for credit, Embryo in Motion, by Jaap van der wal
  5. On January 13, 2010, the Board denied for credit, in part, Cascade Success Systems' Pain Management and Evidence Based Outcomes Management video courses
  6. On January 17, 2008, the Board established that attending an exercise class such as Pilates, is NOT valid continuing education; however,  completing the education to become a Pilates Instructor (e.g. a Pilates Pre-Training class) would be. 
  7. On November 18, 2004, the Board established that using one’s regular daily job duties(e.g. a full time athletic trainer) is not valid continuing education; and that travelling to another countryis not, in and of itself, valid "continuing education"
  8. On January 15, 2004, the Board established that "reading a textbook" in and of itself is not valid continuing education.  Alternatively, home study programs such as Southern California University of Health Sciences' Topics in Clinical Chiropractic series are accepted.
  9. On  November 20, 2008, the Board denied for credit, the program, "Finding Your Medicine: Advanced Shamanic Training"
  10. On September 8, 2008, the Board denied for credit the program, "Emotional Freedom Technique (EFT)" EFT does not meet the criteria of OAR 811-015-0025 (i.e. the program is not trained by a qualified person)
  11. On November 18, 2004, the Board denied for creidt the program, "Basic Spiritual Response Therapy"

 
Policies You NEED to know
 
  1. AlphaStim and Continuing education - On November 19, 2009, the Board established CE credit will be allowed as long as the fact is made clear to Oregon chiropractic physicians that this technique is okay for neuromusculoskeletal conditions ONLY (i.e. for pain), and not mental health conditions. 
  2. For each chapter read of the Educational Manual of Evidence Based Chiropractic, the OBCE will allow two hours credit per chapter. (These hours DO NOT meet the two hours Evidence Based Outcomes Assessment CE for 1st year License Renewals) 
  3. WSCC Teaching/Instructors OAR 811-015-0025(9)(h) and (i)  
  4. When CE activities fall "outside the box," refer to the Administrative Rule below.
Oregon Administrative Rule regarding "questionable" CE activities 
OAR 811-015-0025(9)(L) states that a licensee may be allowed credit for "any other course or activity specifically authorized by the OBCE." If the rule does not clearly refer to a course or activity in which the licensee is interested, the Board interprets this language to mean submitting a question to the OBCE in writing, prior to completion or participation. (Refer to the full text of the rule 811-015-0025 before submitting any request.)
