Bio

Dr. Waggoner practices in Gresham, OR and graduated from University of Western States in 2006. She was on the Rules Advisory Committee and the Peer Review Committee before being appointed to the Board. “I have enjoyed being apart of each committee and now a part of the board. Doing what’s good for the profession, in the interest of public protection, is important to me.”

Dr. Waggoner is married and has 4 children. She loves watching her kids do their numerous activities, watching baseball, anything Disney and spending entirely too much time on social media.​​

Bio

Dr. Seth Alley attended Davidson College for his undergraduate pre-medical studies, and graduated from the University of Western States in 2006.  He oversees a multi-disciplinary practice in Portland that he established in 2007, focusing mainly on sports medicine, nutrition, and rehabilitation for patients. For the last six years, he has served on the Peer Review Committee for the Oregon Board. He is honored to have joined the OBCE as a Board member applying his previous training and professional knowledge to promote better regulation, clinical development, and protection of the public. He aims to achieve these goals and serve, not only his fellow chiropractic physicians, but the members of his community, and his state.

​Dr. Baranick grew up in the Los Angeles area and moved to Corvallis where she completed her Bachelor of Science in Exercise and Sport Science at Oregon State University. After a couple years working for a physical therapist, she attended the University of Western States and graduated in 2009. She has owned and operated a chiropractic and massage clinic in downtown Milwaukie since 2010 and spent several years teaching as an Adjunct and Assistant professor at UWS. Since 2018 she has served on the Peer Review Committee as well as an instructor for chiropractic continuing education. She is excited to now serve on the board and regulate chiropractors in our state and keep the profession moving forward. ​​

Dr. Corey O’Neill grew up in southern Oregon attending South Medford High School. He studied at Southern Oregon University, graduating with a bachelor of science in Biology and a minor in Chemistry. Dr. O’Neill went on to attend the University of Western States, graduating in 2013 summa cum laude with a bachelor’s in Human Biology, Masters in Exercise and Sports Science and his Doctor of Chiropractic. He has also attained his Diplomate in Sports Medicine. He currently owns a 3- location, multi-disciplinary practice in the Rogue Valley. For the last ten years, Dr. O’Neill has implemented evidence-based treatments to empower his patients to reach and maintain optimal health. His desire to always strive for the best, and continued growth for his profession has naturally lead him to serve on the board. Dr. O’Neill hopes to bring resilience, efficiency, productivity, integrity, and accountability to the chiropractic profession of Oregon.

​Lori Schmidt is an attorney on the southern Oregon coast; her  practice focuses primarily on representing parents and children involved in the juvenile dependency system.  Outside of her practice, Lori volunteers with her local Zonta club, enjoys gardening, crafting, and spending time with her pets.  ​

Bio

Dr. Scott Fuller grew up in Beaverton before attending the University of Oregon, where he received his degree in Human Physiology. Scott graduated from the University of Western States in 2012 where he also received a Masters in Exercise and Sports Science. After graduation, his practice focused on improving his patient's self-efficacy and self-management through care involving progressive rehabilitation programs. For the past five years Scott has worked in a multi-disciplinary setting providing care that continues to focus on educating and empowering his patients. Scott recently completed an MBA in Healthcare Management from OHSU, and he hopes to apply some of the principles from that program to help provide efficient, affordable and productive musculoskeletal care to the population of Oregon.​

Board Executive Director

Exec Dir Bio:
Cass McLeod-Skinner has been the Executive Director for the Oregon Board of Chiropractic Examiners (OBCE) since 2014. Cass came to the OBCE with a rich background in public health and public service, having held positions as General Counsel and Health Equity Officer for Trillium Community Health Plan (Trillium) and Chair of the Board of Commissioners for Oregon’s Liquor Control Commission (OLCC). 

She represents the agency in all aspects of its business including being the agency’s point of contact with the Governor’s Office, the state legislature, and the media.  Additionally, she is a member of the state’s Executive Leadership Team and the Enterprise IT Governance Committee where she represents and acts as liaison between state executive leadership and the smaller boards and commissions within state government.  

Before her positions with the OBCE, Cass owned and operated her own law firm, specializing in family law and estate planning.  She was recognized as one of Eugene Register-Guard Blue Chip’s “20 under 40” for 2010.
