2013 Requirement UPDATED 1-22-2013

2012 - TWO (2) hours Boundaries CE DUE 12/31/2012 

 
2013 - SIX (6) hours Record Keeping/Clinical Documentation CE  
 
Please READ THIS SECTION CAREFULLY
 
WHAT:  On April 19, 2012, the Board determined to establish a specific RECORD KEEPING/DOCUMENTATION CE requirement (as allowed by OAR 811-015-0025(4)). the hours are to be completed within the calendar year 2013 (This means you MAY complete it by your 2013 renewal, OR afterward just as long as you SUBMIT the hours by December 31, 2013). Also, the hours may be part of the licensee's annual CE reqiurement (6 hours for Senior Active; 6 of the 20 hours Regular Active)
 
WHO:  ALL LICENSEES (with one exception*) WITH ACTIVE LICENSES MUST MEET THE CE REQUIREMENT.  *The exception is for doctors who are only required - as new licensees - to have the six hours CE (OTC and Evid Based Outcomes) at their first renewal in 2013. These hours may be completed as part of a licensee's annual CE requirement (in other words, they are not in addition to).
 
DOCUMENTATION: Similar to the Boundaries CE requirement, YOU MUST SUBMIT YOUR PROOF OF COMPLETION IMMEDIATELY UPON COMPLETION - DO NOT WAIT UNTIL A RENEWAL PERIOD.
 
WHAT COURSES QUALIFY:  the Board has developed specific Criteria/Expectations for ALL record keeping courses.  Every course MUST BE PRE-APPROVED BY THE BOARD and must meet these criteria for approval.  Pre-approval must be obtained prior to attendance.  (The vendor and/or instructor should submit the request to the OBCE with vitaes and course syllabus.)
If a course you attended in 2013 is NOT listed, you did NOT meet the Board's CE expectations. Do not ask for credit after the fact.

1st/2nd Year Licensee Requirements

SPECIFIC requirements for annual renewal    (1st Renewal you are exempt from Board "specific" credit hours such as boundaries or record keeping)
 
By the FIRST license renewal date, complete a total of six (6) CE hours
  • Two hours of Evidence-Based Outcomes Management.  Click THIS LINK to see the criteria of qualified CE*.  
(* NOTE: Reading the OBCE's Educational Manual on Evidence-Based Chiropractic DOES NOT meet this requirement)
  • Four hours of Over-the-Counter Medications training.

Prior to the SECOND license renewal, you must complete 20 HOURS, SEVEN (7) of which must address Pain Managment.  Review the requirements below. IN ADDITION, refer to the Record Keeping requirement for ALL DCs above; you ARE required to complete these hours in 2013.
  • Six hours of Pain Management education. This link - EVENTS - will take you to the Pain Commission's ongoing list of qualified programs (Seminar, online, DVD, etc.)
Read the Pain Commission's 2012 updated curriculum to determine whether any other course meets the pain management criteria.  This Fact Sheet (Q&A) on Pain Management may also be helpful
  • In addition, and as directed by ORS 409.560 and 409.565, the Pain Management Commission provides one (1) hour of Oregon specific training required for certain licensed health care professionals.  Completion of the Pain Management Module directly below fulfills this requirement.  Choose either the Adobe or Word version of the module

Credit is NOT allowed for....

CE credit is NOT ALLOWED for the following.
  1. December 1, 2011, the Board determined that the following CE activity is not valid for renewal credit:
    • performing spinal screenings, or activity similar to screenings;
    • level 100 chemistry classes;
    • level 100 biology classes;
    • yoga classes (unless they are "training-the-trainer");
    • regular "meetings" with staff whether recorded or not (Any training given by the supervising/employing DC MUST be presented in a formal setting - agenda with topics, set for a specific day/time; sign in/out, and verifications of completion); if in doubt, contact the Board of Chiropractic Examiners office prior to the offering
  2. On January 20, 2011 the Board will not allow CE credit for language courses; it does not meet the criteria in OAR 811-015-0025.
  3. On November 18, 2010, the Board denied CE credit for "Warning: The Rules of Money Have Changed" sponsored by the Washington State Chiropractic Association. This program does not meet the CE rule guidelines which require the program to "pertain to the practice of chiropractic."
  4. On May 27, 2010, the Board denied for credit, Embryo in Motion, by Jaap van der wal
  5. On January 13, 2010, the Board denied for credit, in part, Cascade Success Systems' Pain Management and Evidence Based Outcomes Management video courses
  6. On January 17, 2008, the Board established that attending an exercise class such as Pilates, is NOT valid continuing education; however,  completing the education to become a Pilates Instructor (e.g. a Pilates Pre-Training class) would be. 
  7. On November 18, 2004, the Board established that using one’s regular daily job duties(e.g. a full time athletic trainer) is not valid continuing education; and that travelling to another country is not, in and of itself, valid "continuing education"
  8. On January 15, 2004, the Board established that "reading a textbook" in and of itself is not valid continuing education.  Alternatively, home study programs such as Southern California University of Health Sciences' Topics in Clinical Chiropractic series are accepted.
  9. On  November 20, 2008, the Board denied for credit, the program, "Finding Your Medicine: Advanced Shamanic Training"
  10. On September 8, 2008, the Board denied for credit the program, "Emotional Freedom Technique (EFT)" EFT does not meet the criteria of OAR 811-015-0025 (i.e. the program is not trained by a qualified person)
  11. On November 18, 2004, the Board denied for credit the program, "Basic Spiritual Response Therapy"

Policies You NEED to know

 
  1. AlphaStim and Continuing education - On November 19, 2009, the Board established CE credit will be allowed as long as the fact is made clear to Oregon chiropractic physicians that this technique is okay for neuromusculoskeletal conditions ONLY (i.e. for pain), and not mental health conditions. 
  2. For each chapter read of the Educational Manual of Evidence Based Chiropractic, the OBCE will allow two hours credit per chapter. (These hours DO NOT meet the two hours Evidence Based Outcomes Assessment CE for 1st year License Renewals) 
  3. WSCC Teaching/Instructors OAR 811-015-0025(9)(h) and (i)  
  4. When CE activities fall "outside the box," refer to the Administrative Rule below.
Oregon Administrative Rule regarding "questionable" CE activities 
OAR 811-015-0025(9)(L) states that a licensee may be allowed credit for "any other course or activity specifically authorized by the OBCE." If the rule does not clearly refer to a course or activity in which the licensee is interested, the Board interprets this language to mean submitting a question to the OBCE in writing, prior to completion or participation. (Refer to the full text of the rule 811-015-0025 before submitting any request.)
