DBE Eligibility Information
Federal DBE Certification
Disadvantaged Business Enterprise certification is for firms seeking contracting opportunities with recipients of federally funded transportation-related monies. Some of the recipients in this category include the Oregon Department of Transportation (ODOT), Tri-Met, and the Port of Portland. The eligibility criteria for DBE certification is based on US DOT regulations, 49 CFR 26.
 
Black American, Hispanic American, Native American, Asian Pacific American, Subcontinent Asian American, Women, and other individuals on a case-by case basis.
 
Ownership:
Minority or woman interest must own at least 51 percent of the business.
 
Control:
Minority or woman interest must have managerial and operational control over all aspects of the business.
 
Contribution of capital by minority or woman owners:
The source of the capital contribution must be derived from independently owned holdings without the benefit of a transfer of assets or gift from non-disadvantaged persons.
 
Independence:
The minority or woman owned firm must not be inextricably associated nor dependent upon a non-disadvantaged firm(s) or individual(s).
 
Business size:

Firms must not exceed the following size standards:
 

General construction contractor $22,410,000 (DBE)
$33,500,000 (M/WBE)
Specialty construction contractor $14,000,000
Engineering/Architecture/Surveying $4,500,000

Oregon firms: Save time and money by applying for DBE and ESB certifications at the same time. Refer to the Streamlined Applications below.
 
Streamlined Applications
For Oregon firms only. The streamlined application is ONLY used when applying for the DBE, or the MBE/WBE programs. This eliminates duplication of documents if you are applying for the DBE, MBE, or WBE programs.Your principle place of business must be located in Oregon:

If you also wish to be considered for the state Minority or Woman Business Enterprise (MBE/WBE) certification, you only need to complete the last page of the DBE Unified Application information entitled "Attachment to DBE Uniformed Certification Application." fillable doc or pdf.
 
The federal DBE certification applications can only be accepted by mail or hand delivery. We cannot accept faxed applications.
