AGENCY OVERVIEW
The Oregon Economic and Community Development Department is recruiting highly qualified individuals to fill the position of Human Resource Manager. This is a Management Service position reporting to the Deputy Director of the Oregon Economic and Community Development Department.
The mission of the Oregon Economic and Community Development Department is to advance Oregon’s economy. Under the direction of the commission, the Department focuses its efforts on three core objectives: Promote favorable investment climate to strengthen businesses, create jobs and raise real wages. Assist Oregon communities to build capacity to retain, expand and attract businesses. Improve national and global competitiveness of Oregon companies.
This position exists in the Directors Office to provide agency staff, partners, stakeholders and the general public with professional communications expertise and programs; information relating to economic and community development programs and projects; and communicates the work of the agency and commission effectively to a wide variety of target audiences.
SCOPE OF POSITION
The primary purpose of this position is to plan, direct and manage an agency-wide Human Resources management program for the agency by providing information, advice and guidance to the Director, Deputy Director, managers and staff on all areas of human resources including state and federal rules, regulations, statutory provisions, and practices.
This position is part of the Director’s management team, which sets agency policies, goals and objectives and plans and implements strategies to meet them. This position serves as delegated Appointing Authority for the agency.
Major roles and responsibilities include:
- Analyze, determine/recommend, develop and implement internal human resource policies and procedures; provide managers and staff with interpretation and application of pertinent laws, rules and policies; establish internal procedures for interpretation of Department of Administrative Services rules and guidelines. Approve or recommend and request approval of exceptions to state or agency policy.
- Develop human resource program goals and objectives. Administer and/or direct department programs in the following areas: classification; recruitment and selection; affirmative action; career development; disciplinary action; complaints, appeals and grievances; workers compensation; records maintenance; compensation and training.
- Develop and manage the section budget.
- Coordinate the overall work of the staff and provide direction. Delegate authority to subordinate members of section to provide delivery of services. Supervise assigned staff. Oversee the flow of work in order to assure timely service and that priorities are met. Develop and revise individual and section work plans and monitor progress against Department and division goals, objectives and performance measures. Reports on performance of the section and individuals based upon agreed formats and schedules.

You are a current employee of the State of Oregon, in a classified or management service position (not temporary) and have:
Three years of management experience in a public or private organization which included responsibility for: a) development of program rules and policies, b) long- and short-range goals and plans, c) program evaluation, and d) budget preparation related to Human Resources; OR
Three years of professional experience as a program/project leader, assigning and reviewing work of professional staff including project responsibility for developing goals and objectives, project evaluation, and monitoring and controlling or preparing a budget related to Human Resources.

SALARY AND BENEFITS
Annual salary for this position ranges from $56,040 - $86,688. In addition to salary, Management Service employees receive:
