Eligibility for the Tribal Government of Federally recognized Indian Tribe
to designate Trust land within a Reservation entirely inside Oregon as a Reservation Enterprise Zone

In order for the eligibility described above to be applicable, the reservation also must satisfy certain demographic and economic criteria: (1) Median household income from Census that is 80 percent or less of state figure; and (2) Unemployment rate for enrolled tribal members, two percentage points higher than the comparable statewide rate. The chart below indicates the Tribes that may currently make such a designation, based on criterion (1). The Umatilla Reservation designated the CTUIR Tribal Enterprise Zone before the availability of these income figures and thus used 1990 Census data. Useful unemployment rate information is not generally available, so that verification of criterion (2) might be best accomplished through a special survey, analysis or study undertaken between the Tribe and the Oregon Employment Department.
