The Board operates under detailed, published standards in the Oregon Revised Statutes, Chapter 675 and the Oregon Administrative Rule, Chapter 833.
For those seeking licensure under the Registered Intern Method, these guidelines should help you plan and structure your supervised experience to facilitate approval of a Proposed Intern Plan (Form #7).
For those seeking licensure under the Direct Method [with all supervised experience acquired prior to July 1, 2002, or out-of-state] these guidelines should help you evaluate your existing experience by applying the same criteria the Board uses. If all your supervised hours don’t fall within these criteria, then licensure by Intern Registration remains a viable option. At least 480 hours must fall within five years prior to application for licensure.
SUPERVISED WORK EXPERIENCE CRITERIA
A candidate must document a minimum number of hours of supervised experience spread over a span of three years. The three years are measured in clinical client contact hours [referred to as CCH] to help candidates who are unable to work a standard, full-time, 40 hr/week. (NOTE: Registered Internships have five years to complete their hours once registered with the option to renew for another five years. See: Registered Intern Info). These hours must meet the following Oregon standards:

NUMBER AND DEFINITION OF CLIENT CONTACT HOURS
LPC Direct Method – 2,400 total hours prior to July 1, 2002 or from out-of-state.
· At least 480 CCH must accrue within five years prior to application.
LPC Intern Method – 2,400 total hours:
· Up to 800 pre-degree CCH may be counted toward licensure.
· Up to 600 post degree hours may be counted toward licensure if they were earned before July 1, 2002.
LMFT Direct Method – 2,000 total hours prior to July 1, 2002 or from out-of-state.
· At least 480 CCH must accrue within five years prior to application.
LMFT Intern Method – 2,000 total hours:
· All hours must be accumulated post-degree, per date on transcript.
· Up to 1,000 post-degree hours may be counted toward licensure if they were earned before July 1, 2002.
Direct Client Contact Hours include: Those hours of counseling / therapy services performed directly with clients [family, individual, couple, or group]. They are therapeutic in nature and are comprised of face-to-face and voice-to-voice communication. Only 200 hours may be by telephone.
Related activities NOT considered Direct Client Contact Hours: intake only, case management, casual contact, research, advocacy, administration of programs, instruction, attending training or discussion groups, or supervision hours.
SETTING FOR COUNSELING / THERAPY
The setting is measured by location and type of services. Most settings are recognized, such as: agencies, institutions, schools, and private practice. Work experience may be either paid or unpaid employment.
DEFINITION and PURPOSE of SUPERVISION
Supervision does not need to be on site or come from within the same agency.
Candidates may purchase appropriate supervision by contracting with a supervisor.
Supervision is defined as regularly occurring examination of a counselor’s work in order to:
-Encourage responsible provision of services
-Promote the best interests of the client
-Foster acquisition and refinement of skills
-Promote professional development
Supervision includes: Review of case notes, charts, records, audio or visual tapes in order to evaluate the appropriateness of assessments, treatment plans, and therapeutic skills. It should take place privately in a professional setting, or within a small group of no more than six supervisees [Prior to 1988, 10 supervisees were allowed].
Related activities NOT considered supervision include: groups larger than six supervisees after 1998; groups where leadership shifts; staff or team meetings, consultation sessions; quality assurance or review groups; or intensive training seminars.
Supervisors are accountable for the supervisee’s actions.
Supervisors are expected to know and abide by this Board’s Code of Ethics, and are subject to disciplinary action by the Board. The Code of Ethics are in administrative rule 833-060.
A supervisor may not be a spouse, relative by blood or marriage, a person of close personal relationship, or former therapist.
INDIVIDUAL AND GROUP SUPERVISION
- At least 50% of the minimum required number of supervision hours must be individual supervision, 1-to-1.
- For example, if you have 45 client contact hours during a month, you must have at least 2 hours of supervision in that month. Of that two hours, at least 1 hour must be individual supervision.
- If you have 46 or more client contact hours during a month, you must have at least 3 hours of supervision. Of that 3 hours, at least 1.5 hours must be individual supervision.
- You can have as many hours of supervision as you wish as long as you meet the minimum. We encourage you to get as much supervision as available -- both individual and group.
- 10% of supervision may be by telephone.
SUPERVISION FREQUENCY
Supervision must take place in the same calendar month as the client contact hours discussed.
The minimum number of monthly supervision hours and corresponding client contact hours are as follows:
· 45 or less client contact hours = At least two hours of supervision.
· 46 or more client hours = At least three hours of supervision.
Supervision meetings must be no less than one hour. If longer, they must be extended in half-hour increments.
Supervision is measured by client contact level per site or supervisor. Extra supervision hours from one supervisor cannot be “carried over” for credit, either into the future or into another site where the supervision level was not adequate.
SUPERVISION AND CLIENT CONTACT HOURS ARE MEASURED ON A MONTHLY BASIS. IF THE LEVEL OF SUPERVISION IS NOT ADEQUATE, ALL CLIENT CONTACT HOURS ACCUMULATED DURING THAT MONTH ARE DISALLOWED.
