Joe Lovato, LTC, EA - Scio, Oregon

Joe Lovato became a Licensed Tax Preparer in 2002, a Licensed Tax Consultant in 2006, and an Enrolled Agent in 2008. He originally thought this would be a nice way to meet people and fill up some of his free time since he had just left full time employment as a Deputy Sheriff.
Joe earned his Bachelor of Science Degree in Business and Management from the University of Maryland, and his Masters of Arts Degree in Human Relations from the University of Oklahoma.
Joe retired from the U.S. Army in 1992 and is primarily a stay-at-home-dad for their nine year old son. The family is very active in scouting, and Joe is also a line officer in their local Veterans of Foreign Wars chapter. Joe has two grown daughters who live in the Springfield-Eugene area with their families.
Originally from Colorado, Joe, his wife and son now call Scio, Oregon home.​​ ​

Nutan Arora LTC, EA - Beaverton, Oregon                   Board Chair

Nutan Arora has been a resident of Beaverton, Oregon for 13 years. Working as a tax practitioner for sixteen years, she has managed a tax office, taught basic and advanced tax classes, and participated on the Item Writing Committee for the State of Oregon. She is a Licensed Tax Consultant, Enrolled Agent for the IRS, and a member of the Advisory Council for H&R Block.

Nutan has been married for 31 years and has two sons, a medical doctor and a teacher for ‘Teach for America,’ who was very active in student government and was on the selection committee for the new president of the University of Oregon.

Nutan is on the Board of Kalakendra, a non-profit organization that coordinates Indian classical music and dance concerts in Portland. She is also an active volunteer for Elders in Action and Financial Beginnings.

After graduating from Washington State University, Jan taught in public schools for ten years. A change in career took her to the IRS for six years. Opportunities arose allowing her to follow another passion and to open a business. She became licensed as both a Licensed Tax Consultant and an Enrolled Agent. Her firm has focused on tax preparation and bookkeeping in the Oregon City area. Within a short time she was back to teaching, using her educational training, providing CPE classes and, for several years, a Basic Income Tax Preparation class at Clackamas Community College. During this same time she co-authored and later singularly authored a textbook used by several schools throughout the state. You can still find her teaching, even though she recently sold her tax preparation business.

Jan's husband retired as a middle school history teacher and is now enjoying a second career as a National Park Ranger for Fort Vancouver. Her two sons and families live in the Portland metro area where she is able to thoroughly enjoy her four grandchildren.

During the years Jan has been involved, not only with professional groups, but also with numerous leadership and charitable organizations like Jayceettes, Oregon City Library Board, Oregon Trail Pageant, church committees, and the Board of Tax Practitioners.

Jan is looking forward to the opportunity of pulling all these experiences and skills together to best serve the tax practitioner profession.

Susan Gallagher-Smith, LTC, EA - Eugene, Oregon                 Vice-Chair

Susan Gallagher-Smith is a small business owner and native Eugenian who enjoys spending time with four generations of family living in the Willamette Valley.  She is both an Enrolled Agent and Licensed Tax Consultant.  She has been working in the field for longer than she'd like to admit.

Susan brings a passion for competent, clear, honest, and ethical information with taxpayers to her work within the Board.  She is a strong advocate for continuing education, realistic and efficient best practices, and consumer protection within the field of personal income tax preparation both state wide and nationally.

Susan is a proud member of the following organizations: National Association of Enrolled Agents, Oregon Association of Tax Consultants, Oregon Society of Tax Consultants, Inc., and Oregon Society of Enrolled Agents.

Michael Addington, LTC, EA, NTPI Fellow - Bend, Oregon

Michael Addington moved to Central Oregon in 1984 from Orange County, California. He graduated with an AA degree in business administration from COCC in 1989. He was licensed as a preparer in 1989, and became an Oregon tax consultant in 1991, and then in 1997 added the Enrolled Agent license. In 2012 he graduated from a three-year program for representation and became an NTPI Fellow, National Tax Practice Institute. Addington was appointed to serve as a Board member with the OBTP in 2005 and served for two years, and was appointed again in 2013. He also served as a director or officer on the Oregon Society of Enrolled Agents Board for 12 years beginning in 1997. President of OrSEA, a member of OSTC, OATC, and currently a member of both NAEA and NATP round out Michael’s service to the tax community.

In 1991 Michael established his business, Excellence In Taxes, Inc. He specializes in personal and small business taxes, and also provides bookkeeping and payroll services, preparing more than 500 tax returns annually. He is a consultant to small businesses, and has been a member of the Bend Chamber of Commerce for more than 15 years.

Michael is a published poet, designed and built the house he lives in, and is a founding member, along with his ex-wife, of Healing Reins Therapeutic Horseback Riding Center for the Handicapped. He is a former member of Kiwanis and a recipient of the prestigious Hixson Award.

Dorothy Hudson, LTC, EA - Klamath Falls, Oregon

Dorothy received her preparer's license in 1981 thinking it would be a good part time job while raising her family. It never quite worked out that way, she has been busy ever since! She received her LTC license two years later and in 1985 she was recognized by the Internal Revenue Service as one of the "top twenty" on the enrolled agent exam. She has been operating an independent tax and accounting firm since 1991, and began teaching both basic and advanced classes in 1986. She is known around the state as an interesting and informative speaker.
