Over the summer, Healthy Start engaged in a Redesign process, prompted by a Legislative Budget Note with the goal of finding a way to serve the greatest number of high-risk children and families with reduced funds, while keeping the highest quality of services.
Local Commissions, program staff, and community partners participated with OCCF staff in the Redesign process. On September 10, the State Commission approved the Redesign package. That package has three components: enacting the Building Program Support Plan; establishing a non-competitive Request for Applications (RFAs) outlining expectations between OCCF and Local Commissions; and establishing a “cost cap” by using a funding method based on “family service units” and moving to capacity and/or performance-based funding. The Redesign package encourages collaboration among counties.
