Quality Assurance Standards (QAS) for the Early Childhood System of Services and Supports * for children, ages prenatal to eight years of age and their families is being used to guide the development of the early childhood system. The Quality Assurance Standards consist of many of the best practices included in standards from fields related to family support and early childhood services.
 
The Oregon Early Childhood Foundations Birth through Five** identifies key developmental foundations necessary for children to be successful when they enter school, are aligned with the Oregon K-12 Standards and identify developmental indicators.  The Early Childhood Foundations are intended to be used by early chare and education practitioners, families, schools, community members, and policy makers to design and support a comprehensive system of high quality early childhood experiences for all of Oregon’s young children.
 
The Oregon Essential Elements of Programs for Children ** are standards specific to quality childhood care and education programs and can be used in conjunction with the early childhood system-related standards to provide greater detail for quality review and evaluation. The nine essential elements reflect a combination of best practices as determined by research, professional organization position papers, and proven practices of effectiveness.
 
The Essential Elements apply to programs for children, age birth to eight years of age, and to all school age care programs for elementary age children up to age twelve. These settings include family child care homes, infant and toddler programs, full day child care centers, preschools, Oregon Head Start Pre-Kindergarten program centers, kindergarten through third grade classrooms, and school age programs for elementary age children.
