GENERAL COMMENTS:

Early childhood mental health services focus on strengthening children's relationships with caregivers and promoting age-appropriate social and emotional skills, with the goal of improving the emotional and social well-being of children ages 0 to 5 and their families. Services are based on models of prevention and early intervention from the field of public health and are designed (1) to promote the emotional well-being of children who are perceived to be at risk of adverse developmental outcomes, (2) to increase the skills of parents and other caregivers to promote the well-being of children at risk, and (3) to intervene early where emerging needs have been identified. 1
