Overview
The Oregon Farm Direct Nutrition Program (FDNP) is a state-administered federal nutrition program that will bring over one million dollars into the hands of Oregon farmers in 2009.
 
Farm Direct Nutrition Program funds go to low-income nutritionally at-risk pregnant women and young children enrolled in the WIC (Women Infants & Children) program and to eligible low-income seniors (identified by Seniors & People with Disabilities Division as of April 1, 2009). Eligible clients will receive these funds as checks in a fixed amount (amount to be determined), which they will use from June 1-October 31, 2009 specifically to purchase locally produced fresh fruit and vegetables directly from authorized farmers at farm stands and farmers markets.

How do I become an authorized farmer?
To become an FDNP authorized farmer, you must own, lease, rent or sharecrop land to grow, cultivate or harvest crops on that land AND grow fresh fruit, vegetables or cut herbs in Oregon or a bordering county to sell at your farm stand or at a farmers market.
 
All farmers must fill out and sign the application with the Oregon Department of Agriculture (ODA) and the Department of Human Services (DHS). The program operates from June 1 - October 31, 2009.
 
All previous year participants must complete the application process to participate in 2009. The 2009 application packets will be mailed to 2008 participants during the week of March 1, 2009. If you are new to the FDNP program or you do not receive your application packet, please call the ODA at 503-872-6600 to request an application packet.
 
Program Deadlines
To have your farm stand listed in the 2009 FDNP shopper list, all completed and eligible applications must be postmarked on or before March 31, 2009.
 
To participate in the 2009 FDNP program, all completed and eligible applications must be postmarked on or before September 30, 2009.

Farmer friendly banks and credit unions
With the assistance of the Oregon Banker's Association and the Credit Union Association of Oregon, we have compiled a list of FDNP farmer friendly banks and credit unions. These banks and credit unions will waive fees for processing FDNP checks, for their bank customers who are FDNP authorized farm vendors, from June 1 to November 30, 2009. These banks and credit unions have given the state permission to be listed as "Farmer Friendly Banks and Credit Unions".

A new WIC fruit & vegetable cash value voucher (CVV) benefit
A new fruit and vegetable cash value voucher (CVV) will be used by Oregon WIC families in retail grocery stores beginning August 1, 2009.

Beginning in 2010 the WIC fruit and vegetable cash value voucher (CVV) program will be available for farmers. This program will not replace the Farm Direct Nutrition (FDNP) program.

The vouchers will look very similar to the FDNP checks. It is important that farmers do not accept these vouchers before you sign up for the program and are authorized beginning in 2010.
