Checklist for Permanent Rulemaking - Oregon Administrative Rule
-
Appoint advisory committee or use other means to obtain public input, as appropriate
-
Prepare notice including:
-
Date, time, and place of hearing;
-
A short caption describing the rule and its purpose;
-
A brief summary of the rule;
-
A list of statutes which give the legal authority for the rule.
-
Notices are given to:
-
Specified legislatures;
-
Agency mailing;
-
Secretary of States Bulletin.
-
Hearing(s) is held with opportunity for public to provide:
-
Verbal testimony;
-
Written testimony.
-
Hearings officer will provide a report of the hearing to the director.
-
Substantial objections may cause the proposed rule to be revised.
-
Director signs rule, rule is put in place.
-
Legislature reviews the rule for ratification.
