General renewal questions
Why did I receive a renewal application?
All scale and meter licenses expire annually on June 30th. They are required to be licensed with us if they are used in commercial transactions, such as buying and selling based upon weight or measure. You must renew your license before July 1st to continue using it commercially.
 

What am I supposed to do with my renewal?
  • Carefully review your renewal application.
  • Handwrite any changes to your business name, contact information, mailing address, location address, phone numbers, fax numbers, and email address.
  • Use the worksheets to calculate fees and make changes to the number of devices you need to license.
  • Transfer all fees from the worksheets to the front page of your renewal.
  • If paying by Visa or Mastercard, complete the payment method section on the front page.
  • If paying by check or money order, make sure to mail them with the renewal.
  • Under the section "How do we contact you?" make sure to print your name, title, phone number, and date in case we have questions.
  • Return the renewal form with payment prior to July 1st.

What happens if I do not renew my license by July 1st?
Scales and meters used in commercial transactions are required to be licensed. If you do not renew by July 1st and a state inspector visits your site you will be issued a Notice of Noncompliance for failing to license your scale or meter. Additionally, any renewal payments processed after August 30th will be assessed a late penalty fee. (Payments must be received by our office no later then August 30, 2012) This is not the same as the post mark date.
 

Are there late payment fees?
Yes. Payments processed after August 30th are charged a late fee. The late fee is assessed for each license type separately.
 
For license fees $100 or less, the late fee is $30, or the amount of the license fee, whichever is less.
 
For license fees greater than $100, the late fee is 30 percent, but not to exceed $750.
 
For example, for 12 Type F meters the license fee is $444 (12 x $37). The penalty fee would be $133.20 (30% of $444). If you also have 1 Type A scale the license fee is $39. The penalty fee for the A scale would be $30. You would need to pay your license fee for both your F meters and A scale plus your late fees for both license types.

I just paid for a new license, do I have to pay to renew less than a year later?
Yes. License fees are due when a new scale or meter is put into commercial use, no matter what time of year, the first time they are licensed. Fees are not prorated. After that, renewals are automatically sent out before the license expires on June 30th. It is not legal to use a device for commercial purposes, at any time, without a license.
 

What if I did not receive my renewal application?
Renewal applications are mailed mid-May. Notify our office if you did not receive your renewal. We may not have a current mailing address for your business. To avoid late fees, you will need to update your address in writing and request that a renewal is resent to you. Please include the name and address of the business location (and license number if possible) and make a note of the changes. Mail or fax that notification to our office, or email msd-info@oda.state.or.us .

License changes
What should I do if I no longer have the business, or the business information has changed?
Notify us in writing right away. In the letter (or on the renewal application) include:
  • the name and address of the business location,
  • all of your Department of Agriculture licenses issued,
  • your license numbers, if possible, and
  • the date that the location went out of business or changed ownership.

What should I do if I increased/decreased my number of scales or meters?
Make this change directly on the renewal form.
  • Make corrections in the worksheet section of the form for each license type.
  • In the quantity field enter the correct quantity you need to license.
  • Multiply by the fee to calculate the total fee for that license.
  • Transfer the new fee amount to the front page of the renewal form.
  • Changes will not be final until verified by a state inspector.

What if I no longer have the devices I am being charged for?
Make this change directly on the renewal form. Write a check mark in the box labeled "Check Box If no longer needed". Return the form to our office. Changes are not final until verified by a state inspector.

License fee amounts
What are the license fees for weighing and measuring devices?
Device license fees are based upon the device type and the manufacturer's rated capacity. For a breakdown of device types, license types, and fee requirements please visit our device license page.

Have the license fees changed?
No. License fees for weighing and measuring devices did not change this year. The last increase went into effect on July 1, 2009. For more information visit our license fee increase page.

Payment methods
Can I pay my license fees with a credit card?
Yes. Pay your license fees with either Visa or Mastercard by completing the information on the renewal form. We must have a signature on the form to process the payment.

Where do I send my renewal application with a credit card payment?

Gas station meters
How do I count the number of gas station meters I should pay for?
A fuel dispenser may have multiple meters. A multi product dispenser (MPD) must be licensed for each grade of fuel offered at the dispenser. For example, a dispenser with regular, mid-grade, and premium on both sides would have six products and would be licensed as six devices.

What other meters might be licensed at a gas station?
Type F Meters are service station meters pumping under 20 gallons per minute. There are also meters that pump more fuel per minute, (ie. a diesel meter with a manufacture rated capacity of 20-150 gallons per minute) that are licensed as Type G devices. A Type M Meter is also fairly common at gas stations. These are the Propane bottle-fill meters.

I have licenses that are not scales or meters on this renewal, who should I contact for questions?
You need to contact each division that you have a license with for specific questions regarding those licenses. In the worksheet section of the renewal for each license type there is a division name and phone number. If you have a payment question, you will need to contact Licensing directly by phone at 503/986-4600.
