What is proposed?
The Oregon Department of Agriculture (ODA) is proposing to approve
a substantial change to an Animal Waste Management Plan (AWMP), as described the
OR Confined Animal Feeding Operation (CAFO) National Pollutant Discharge Elimination
System (NPDES) General Permit #01-2009 (CAFO Permit No. 01-2009), for an
existing Large Concentrated beef cattle feedlot CAFO. The CAFO, Symons
Livestock, LLC is located in Jefferson County, near Madras, OR, 97741, and is
registered to CAFO Permit No. 01-2009 under Master Address No. 184698.
The substantial change to the AWMP consists of adding land
The CAFO NPDES General Permit #01-2009 regulates the manure, litter, and process waste water generated by CAFOs to ensure that CAFO activities do not harm water quality. For more information on this CAFO, see the Animal Waste Management Plan (AWMP).

Opportunity for public hearing
ODA will schedule and conduct a hearing on written request from at least ten (10) people, or from an organization or organizations representing at least to (10) people. ODA will provide at least 30 days advance notice of the hearing, if one is requested. If a hearing is held, the records will remain open for additional written comments for at least seven (7) days after the hearing.
