What is proposed?
The Oregon Department of Agriculture (ODA) is proposing to issue a new Registration to the Confined Animal Feeding Operations (CAFO) National Pollutant Discharge Elimination System (NPDES) General Permit #01-2009 for a new, small confined CAFO, dairy goat operation, Fairview Farm, Inc, owned and operated by Terry and Laurie Carlson. The operation is located at 2340 SW Fairview, Dallas, Oregon 97338. The CAFO NPDES General Permit #01-2009 regulates the manure, litter, and process waste water generated by CAFOs to ensure that CAFO activities do not harm water quality.

Opportunity for public hearing
A public hearing will be scheduled for the above proposals if written requests are received during the comment period from at least ten (10) persons or from an organization or organizations representing at least ten (10) persons. If a hearing is scheduled, ODA will provide at least 30 days notice before the hearing is held. The public comment period will remain open for an additional seven (7) days after the public hearing.
