Background
Biopharming is the production of pharmaceutical proteins or other materials in genetically engineered plants and animals.
 
The governor and the 2005 Senate charged the Oregon departments of Agriculture and Human Services with convening a Biopharming Ad Hoc Committee to develop a consensus policy recommendation to the governor regarding biopharmaceuticals produced in human food or animal feed crops.

Biopharming Ad Hoc Committee
The committee had 10 standing members and was chaired by Jim Rue, State Board of Agriculture, with Keith Harcourt, Public Health Advisory Board, serving as vice chair. The State Board of Agriculture and the Public Health Advisory Board were equally represented, along with two independent scientists and two non-voting ex-officio members representing the Agriculture and Human Services departments.

Meetings were held monthly, with the location of meetings alternating between Portland and Salem.
