Shipping Plant Material

​Shipping domestically

Most states, including Oregon, do not regulate the following:

  • ​Cut flowers
  • Cut branches
  • Wreaths
  • Garlands
  • Swags
  • Bulk branches and boughs

Even though wreaths and cut boughs are not regulated, most states have the authority to inspect packages containing plant products.

Labeling requirements

The state of California’s labeling requirements are the most restrictive, therefore if your labels comply with California requirements, the labels meet the requirements of all other states.

Bulk shipments of greens or finished wreaths must include the following on the invoice or bill of lading:

  • Company name and address
  • Statement of origin, e.g. "Manufactured in Marion County"
  • Name and address of the consignee
  • Itemized list of the products included in the consignment

Direct market sales must include the following on the mailing or shipping label:

  • Company name and address
  • Statement of origin, e.g. "Manufactured in Marion County"
  • Name and address of the consignee
  • Statement of contents, e.g. “one holiday wreath”

Mailing or shipping labels that do not include this information are generally held for inspection by agriculture officials.

Exemption

Origin or treatment certificates are not required when shipping pine boughs and cones in manufactured wreaths to California, as they are exempt from the European pine shoot moth and cereal leaf beetle quarantines.

Shipping internationally

Shipments of holiday greens to customers in foreign countries must be accompanied by a phytosanitary certificate.
