Oregon labeling and certification law states that all nursery stock and other plant material shipped into or within Oregon must be accompanied by a nursery stock certificate or the required permits or tags of the state of origin, and be free from injurious pests, diseases, and noxious weeds. Each unit (container, bundle, cargo box) must show that it contains nursery stock, seedlings, other plant material, or seeds. The unit must be conspicuously marked with the name and address of the shipper and consignee and note where the product was grown.
